Response to Item 9 (Rule Section 47 C.F.R. § 63.12)

This Application qualifies for streamlined processing pursuant to Section 63.12 of the
Commission's rules for the following reasons: (1) RouteSource Telecom, LLC ("RouteSource")
is not affiliated with a dominant foreign carrier on any route for which authority is sought; (2)
RouteSource is not affiliated with any dominant U.S. carrier whose international switched or
private line services it seeks to resell; and (3) RouteSource is not requesting authority to provide
switched service over private lines to countries not previously authorized for service by the
Commission.

Response to Item 14 (Rule Section 63.18(b))
RouteSource Telecom, LLC ("RouteSource") is a limited liability company incorporated in
Delaware and headquartered in Bethesda, Maryland. Its 100 percent owner is Jay Rosenblatt, a
U.S. Citizen residing at 6710 Greentree Road, Bethesda Maryland 20817. His principal business
is international communications consulting for other operators and service providers.

RouteSource has no interlocking directorates.

Rule Section 63.18(d)
RouteSource hold no other authorizations.

Rule Sections 63.18(e)(3), 63.18(e)(1)
By this filing RouteSource seeks global facilities-based and resale authority to provide
telecommunications service between the United States and foreign points. RouteSource intends
to provide an Internet Protocol based service to the United States and foreign
telecommunications carriers, delivering and carrying voice and data traffic to them on a "carrier's
carrier" basis. RouteSource will provide similar services to IP based "softphone" providers in
the United States and foreign points. For the present, RouteSource plans to lease, but not own
switching or other facilities. However, in the future, it may acquire its own switch and/or other
peripheral and routing equipment such as routers and session border controllers to facilitate the
routing of voice and data traffic. Accordingly, RouteSource also seeks authorization for
facilities-based as well as resale service pursuant to Sections 63.18(e)(3) and 63.18(e)(1) of the
FCC's Rules.

RouteSource will comply with all the applicable terms and conditions set forth in Section 63.21,
63.22 and 63.23 of the FCC's Rules. 47 C.F.R. §§ 63.21, 63.22, and 63.23.

Rule Section 63.18(g)
RouteSource will use Internet backbone facilities to provide the services requested by this
Application. Consequently, RouteSource is categorically excluded from environmental
assessment pursuant to Section 1.1306 of the Commission's rules, 47 C.F.R. § 1.1306.
