Washington, DC 20554 Attn: International Bureau Re: Toro Telecom, LLC (FCC File No. ITC‐214‐20090812‐00372) Supplement to International Section 214 Application Dear Ms. Dortch: On behalf of Toro Telecom, LLC (“Toro”), enclosed herewith for filing is a supplemental attachment to the company’s pending application for an International Section 214 Authorization (FCC File No. ITC‐214‐20090812‐00372). Specifically, Exhibit A, enclosed with this letter, amends Toro’s ownership information, which was contained in Attachment 2 of the original Section 214 application, reflecting the current ownership structure of the company. Toro’s Section 214 application was filed on August 12, 2009. On this date, two individuals had an ownership interest in the company greater than 10% (Pedro Verea and Alvaro Laviada). Subsequent to the filing, we were notified that an additional individual (Otilio Franyutti) now owns a 10% interest in the company. Exhibit A contains the individuals who presently have a greater than 10% ownership interest in Toro and their respective ownership interests. In addition, on September 4, 2009, Toro was flagged by “Team Telecom” and removed from the FCC’s streamlined approval process. We are assisting Toro with a response to Team Telecom’s questionnaire. In conjunction with the filing of this letter, we will notify Team

Telecom with the updated application information by forwarding a copy of this letter to those Team Telecom members assigned to Toro.
