SCL—LIC—200808014—00016 (e—file) An application for a license to construct, land and operate a non—common carrier fiber—optic submarine cable system connecting Hawaii, American Samoa and Samoa (The American Samoa— Hawaii Cable). The applicants, American Samoa Hawaii Cable, LLC (ASHC), Pac—Rim Redeployment, LLC (PRR), and AST Telecom, LLC, d/b/a Blue Sky Communications (Blue Sky), are all limited—liability company organized under the laws of the state of Delaware and are ultimately U.S.—owned. Stanford International Bank Holdings Limited (STB Holdings), an Autiguan and Barbuda company, indirectly, owns 36.39% of, and controls, ASHC; owns 68.1% of, and controls, Blue Sky; and owns 54.48% of, and controls, PRR. SIB Holdings is wholly owned by Mr. R. Allen Stanford, a U.S. citizen and investor. If we do not hear from you by C.O.B.
