facilities—based and resale services between the United States and permissible
 international points. Three citizens of Cuba, each of whom owns 25%, 25%, and 12.5%
 of the applicant, respectively.

 Kmedria, Inc.‘s application for authority to provide global facilities—based and resale
 services between the United States and permissible international points. Applicant is
 100% owned by a citizen of Venezuela.

 00728, held by GMPCS Personal Communications, Inc. from Mobsat Holding Norway
 AS to Network Innovation Inc. (NIH), a foreign carrier in Canada. NII is 50% owned by
 a Canadian company, 642111 Alberta Inc., which is 50% owned by a citizen of Canada.
 Further, another citizen of Canada owns 50% direct interest in NII, and he also owns
 50% direct interest in 642111 Alberta Inc. Mobsat Holding Norway AS is a Norwegian
 company, formerly known as Inceptum1 AS and changed its name to Mobsat Holding
 Norway AS effective October 16, 2007.

          Mobsat Holding Norway AS (Mobsat AS), and Network Innovations Inc. (NIH) petition the
          Commission for a declaratory ruling that indirect foreign investment of up to 100% in GMPCS
          Personal Communications, Inc. (GMPCS) is in the public interest under Section 310 (b) (4) of the
          Communications Act of 1934, as amended, 47 U.S.C, §310 (b) (4).

          GMPCS, a Delaware Corporation, is a satellite services and equipment reseller servicing
          primarily the end—user market. It resells Inmarsat, Iridium, Globalstar and Thuraya mobile
          satellite services to end—user customers. Furthermore, GMPCS is an indirect wholly—owned
          subsidiary of Mobsat AS. Mobsat AS is an indirect wholly—owned subsidiary of Mobsat Group
          Holding Sarl ("Mobsat Group Holding"), a Luxembourg company. The signifigcant shareholders
          of Mobsat Group Holding are Apax France VI FCPR ("Apax France") (58.1% total interest),
          Altamir Amboise SCA ("Altamir Amboise") (22.6% total interest), and Apax Parallel Investment
          V ("API V") (15.4% interest).                                                                        i

          Following consummation of the proposed transfer control of GMPCS from Mobsat AS to NII,
          GMPCS, the Licensee, will be indirectly owned and controlled byNII. NII is a corporation
          organized under the laws of Canada and whose controlling individuals are two citizens of
          Canada, a WTO member country.

          Application for consent to transfer control of section 214 authorization, ITC—214—
          19971216—00791, held by Easynet Group, Inc. from Easynet Group Limited to British
          Sky Broadcasting GroupPlc. (B Sky B), a United Kingdom corporation. B Sky B—is
          39.14% owned by a U.K. Company. Four U.K. entities and a U.S. entity indirectly own
          39.14% of B Sky B through successive multiplication of its vertical ownership chain.
          The transactiontook place on January 6, 2006, without the Commission‘s prior
          authorization.

          If we do not hear from you by C.O.B. January 16, 2008, we will assume that you do not
          have any concerns with the above listed applications.
