We would like to act on this application very quickly, preferably today. As we understand it the Applicant needs this license immediately due to issues with timing of the Tyco ships to lay the cable. There is a problem, however, that we need clarified right away. Back on June 26, 2007, DHS, DOJ and FBI requested that we remove this application from streamilining (see attached e—mail from Lonnie Kishiyama). This Agreement, however, is only between DHS and the Applicant, and does not appear to include DOJ or FBI (which is very unusual). We need to know ASAP if DOJ and FBI have cleared on this application so that we can grant it. | will call early this afternoon if we have not heard from you by then. Thank you.
