United Telecom Inc.‘s application for authority to provide global resale services between
the United States and permissible international points. Applicant is 100% owned by a
citizen of Bangladesh.

E—SKY, Inc.‘s application for authority to provide global facilities—based and resale
services between the United States and permissible international points. Applicant is 92%
owned by a citizen of Malaysia.

Application for consent to the transfer of control of international Section 214
authorization (ITC—214—20020513—00251) held by Iowa Wireless Services Holding
Corporation (Iowa Wireless) from INS Wireless, Inc. (INSW) to VoiceStream PCS I
Towa Corporation (VoiceStream PCS), which is a wholly—owned subsidiary of T—Mobile
USA, Inc. (T—Mobile). Deutsche Telekom AG (DT), a corporation organized under the
laws of the Federal Republic of Germany (FRG), indirectly owns 100% of the ownership
interests in T—Mobile and, in turn, VoiceStream PCS. The FRG currently holds a 14.62%
direct interest in DT. Kreditanstalt fur Wiederaufbau (KFW), a bank controlled by the
German Government, holds a 16.63% direct interest in DT. FRG holds an 80% interest
in KFW.


Applicant agrees to comply with the dominant carrier safeguards in Section 63.10 of the
rules on routes to Croatia, Germany, Hungary, Macedonia and Slovakia. ITowa Wireless
agrees to relinguish its existing authority to provide service between the United States
and Montenegro (a non—WTO Member country) upon consummation of the proposed
transaction. As part of our review of the transfer of control application, we will examine
the section 214 authorization held by Iowa Wireless to ensure that it currently is
classified properly as dominant or non—dominant on affiliated routes and, where required
under our rules, that its authorization excludes service between the United States and a
non—WTO Member country in which DT controls a carrier that has market power.

Please note that Iowa Wireless‘s Petition for Declaratory Ruling under Section 310(b)(4),
ISP—PDR—20060522—00009, is pending under your review. In addition, the companion
application for consent to transfer control of broadband PCS licenses held by Iowa
Wireless (ULS 0002618243) is being held pending your review of this transaction.

If we do not hear from you by C.O.B. October 18, 2006, we will assume that you do not
have any concerns with these applications.
