MTelecom,{I{TC—214—20080801—00297); The Applicant informed us that it earned approximately $4 million in annual
revenues in 2007 from the wholesale of VoIP services. It is unciear to us whether licenses were required in order to
perform these services for which this revenue was received.

Octagon Networks, Inc. {ITC—214—20071207—00494); The Applicant informed us that it earned annual revenues of $2.4
million in 2007, with half this revenue coming from sales of its own prepaid calling cards and half from the distribution of
third—party calling cards. It is unclear to us whether licenses were required in order to perform these services for which
this revenue was received.

 M Telecom, LLC (formerly known as Metropy Global Networks, LLC) ("M Telecom"), hereby requests
 authority, pursuant to Section 214 of the Communications Act of 1934, as amended, 47 U.S.C. Section
 214 (1982), and Section 63.18 of the Commussion‘s Rules, 47 C.F.R. Section 63.18, to provide global
 international facilities—based andresale services between the United States and international points.

 M Telecom is a new U.S. company organized to provide international telecommunications services. M
 Telecom has no foreign affiliations. M Telecom serves business customers throughout the United States.

 By granting this application, the Commussion will serve the public interest, convenience and necessity by
 promoting competition in the international services market. Competition will benefit U.S. consumers by
 increasing service options and lowering prices. Thus, the public interest will be served by the grant of
 Section 214 authority to M Telecom.

 Section 63.18 Information

 The following information is submitted, as required by Section 63.18 of the Commission‘s Rules, in
 support of M Telecom request for authorization:

Resale of VoIP Wholesale Services and Minutes to other telecom carriers

(b) If particular countries are the target market for Applicant‘s services, please list the
specific countries, and state whether the Applicant has present or future plans to offer
service to any other countries not listed.
Applicant will offer VoIP Wholesale services worldwide. No specific countries in mind.


2. With regard to each of the services to be offered by the Applicant, please describe in a
general way the manner in which such services will be delivered (from a technical
standpoint).
Please include, for example, a description of the Applicant‘s network equipment and
infrastructure whether owned or leased (e.g., switches, routers, other equipment, fiber
routes), collocation sites, interconnecting carriers and/or peering relationships, and
service coverage areas.
Applicant will purchase VoIP capacity from other carriers and then resell that capacity to
other carriers. Applicant‘s technical operations will be based in Miami, Florida in a well
known telecommunications hub known as the NAP of the Americas with billing to be
done by an Arizona company called Fastlink.


3. Do the services or facilities under the Applicant‘s control afford direct access to the
public switched telephone network (PSTN)? No

Do the services or facilities under the Applicant‘s control afford direct access to the
Internet? No

4. What is the extent of involvement and/or control by foreign (non—U.S. citizens or non—
U.S. country of organization) individuals, governments, or otherentities in each of the
following activities:
(a) exercising voting or other ownership rights of the Applicant;     Seebelow

US law enforcement agencies and have overall commuand of day to day of the Applicant.

the United States, or by foreign persons (non—U.S. citizens) within the United States?

Private sector customers such as other telecom carriers.

100% of revenues will be generated by private sector customers.

Applicant does not have any public sector or government agency customers.

     the managing member of the company. Mr. Diego Nunez is involved in day—to—day
     decisions involving M Telecom operations.



3)   Management — For each member of the applicant‘s senior management team, including
     without limit the CEO, President, CFO, CIO, CTO, COO, Senior VPs, and any other
     positions involved in exercising day—to—day management responsibilities: Mr. Diego Nunez—
     Zambrano is currently the only officer of the company and as such makes all decisions
     for M—Telecom. If at any point in the future M—Telecom plans to add any other officers

Detailed Services/Infrastructure Description — With regard to each of the services provided by
the Applicant covered by the Application, please describe the manner in which such services will
be delivered (from a technical standpoint), including how voice and data will flow into and out
of your owned or leased infrastructure._Applicant will purchase VoIP capacity from other
carriers and then resell that capacity to other carriers. Applicant‘s technical operations
will be based in Miami, Florida in a well known telecommunications hub known as the
NAP of the Americas with billing to be done by an Arizona companycalled Fastlink.


   a) For those entities operating physical telecommunicationsinfrastructure, whether owned
      or leased, please include, to the extent relevant: M Telecom owns it equipment, which
       is currently in the NAP of the Americas facilities in the Doral Neighborhood of
       Miami, Florida.

       i) a description of the Applicant‘s intended network equipment and infrastructure (e.g.,
            switches, routers, other equipment, fiber routes); All equipment is Switch Based
       i1) a network map: Applicant is essentially able to terminate calls received from its
            Miami, Florida based facilities to US and International locations through its
            interconnection with other carriers.
       iii) an explanation of what parts ofthe infrastructure will be owned or leased;
            Applicant owns switches that enable it to interconnect with other carriers.
       iv) what collocation sites will be used; NAP of the Americas facilities in the Doral
            Neighborhood of Miami, Florida
       v) what interconnecting carriers and/or peering relationships will be used; Both large
            and small carriers that can provide affordable routes to applicant
       vi) intended service coverage areas. Applicant intends to offer industry standard A to
            Z routes to both US and International locations as offered by the carriers that
            applicant from whom applicant purchases services.

   b) State if the Applicant will/will not own or lease physical telecommunications
      infrastructure, whether applicant will resell services, whose services the applicant will
       resell, and the nature of all resale services. Although applicant will have facilities
       (mainly VoIP gateway equipment and perhaps some traditional TDM switches) to
       interconnect with other carriers, it primarily relies on other carrier to have its
       traffic carried and delivered to the desired destination.
