Attachment 1-214 Application Reply to question 9: The applicant qualifies for streamlined processing because: 1) It is not affiliated with a foreign carrier in a destination market. 2) It does not have an affiliation with a dominant U.S. carrier whose international switched or private line services the Applicant seeks authority to resell (either directly or indirectly through the resale of another reseller’s services). 3) It does not seek authority to provide switched basic services over private lines to a country for which the Commission has not previously authorized the provision of switched services over private lines. Reply to question 11: Section 63.18 (i): O.N.Tel Inc. is not affiliated with a foreign carrier. Section 63.18 (j): O.N.Tel Inc. seeks to provide international telecommunications services to the U.S.A. for which O.N.Tel Inc. would become a foreign carrier in the U.S.A. Section 63.18 (k): The U.S.A. is a member of the World Trade Organization. Section 63.18 (l): O.N.Tel Inc. does not propose to resell the international switched services of an unaffiliated U.S. carrier for the purpose of providing international telecommunications services to a country where it is a foreign carrier or is affiliated with a foreign carrier. Section 63.18 (m): O.N.Tel Inc. is not affiliated with a foreign carrier and desires to be regulated as non-dominant for the provision of international telecommunication services to the United States and meets the requirements under section 63.10 (a) (4). Reply to question 12: Section 63.18 (j): O.N.Tel Inc. seeks to provide international telecommunications services to the U.S.A. for which O.N.Tel Inc. would become a foreign carrier in the U.S.A Reply to question 15: Section 63.18 (d): O.N.Tel Inc. has not previously received authority under Section 214 of the Act. Section 63.18 (g): O.N.Tel Inc. is not seeking facilities-based authority under Section 63.18(e)(4). O.N.Tel Inc. is seeking authority under Section 63.18 (e)(1).
