        APPLICATION FOR AUTHORIZATION TO PROVIDE FACILITIES—BASED
         AND RESALE INTERNATIONAL TELECOMMUNICATIONS SERVICES


          Pursuant to Section 214 of the Communications Act of 1934, 47 U.S.C. § 214, and

Sections 63.12 and 63.18 of the Commiuission‘s rules, 47 C.F.R. §§ 63.12 and 63.18, MetroPCS,

Inc., hereby respectfully requests authority to provide both facilities—based and resale

international telecommunications services between the United States and all permitted points

outside the United States. Grant of this application will serve the public interest, convenience,

and necessity by permitting this entrant to begin offering international services, thus increasing

consumer choice and enhancing competition. As explained below, this application is entitled to

streamlined treatment under Section 63.12 of the Commission‘s rules, 47 C.F.R. § 63.12.




INFORMATION REQUIRED BY SECTION 63.18 OF THE COMMISSION®S RULES

          In further support of this Application, MetroPCS provides the information below as

required by Section 63.18 of the Commission‘s rules:

(d)   MetroPCS has never applied for or received authority pursuant to Section
      214.

(e)   MetroPCS is requesting Section 214 authority to operate as a facilities—
      based carrier pursuant to Section 63.18(e)(1) of the Commission‘s rules on
      routes between the United States and all global points except those listed
      on the Commission‘s exclusion list.

      MetroPCS further requests Section 214 authority to operate as a resale
      carrier pursuant to Section 63.18(e)(2) of the Commission‘s rules between
      the United States and all global points except points listed on the
      Commuission‘s exclusion list.

      MetroPCS hereby certifies that it will comply with the terms and
      conditions   contained   in Sections   63.21,   63.22,   and 63.23   of the
      Commission‘s rules, 47 C.F.R. §§ 63.21—.23.

(g)   MetroPCS is not seeking authority under Section 63.18(e)(4) of the
      Commission‘s rules.

(b)   Arthur Patterson, a citizen of the United States, is the only 10% or greater
      shareholder of MetroPCS. Mr. Patterson is general partner and co—founder
      of Accel Partners, a venture capital firm. He currently owns 15.86% of
      the stock of MetroPCS. His address is as follows:

      There are no interlocking directorates.

)     MetroPCS certifies that it is not a foreign carrier and is not affiliated with
      a foreign carrier.

G)    MetroPCS certifies that it is not a foreign carrier, does not control a
      foreign carrier, and is not affiliated with a foreign carrier; therefore,
      MetroPCS does not seek to provide international telecommunications
      services to any country in which it is a foreign carrier, controls a foreign
      carrier, or is affiliated with a foreign carrier.

(k)   MetroPCS has listed no countries in paragraph (J) for which further
      information would be required.

(1)   MetroPCS does not propose to resell the international switched services of
      an unaffiliated U.S. carrier to provide international telecommunications
      services to countries in which it is a foreign carrier or is affiliated with a
      foreign carrietr.

(m)   MetroPCS has listed no countries in paragraph (i) for which further
      information would be required.

(n)   MetroPCS certifies that it has not agreed to accept special concessions
      directly or indirectly from any foreign carrier with respect to any U.S.
      international route where the foreign carrier possesses market power on
      the foreign end of the route and will not enter into such agreements in the
      future.

(0)   MetroPCS certifies that no party to the application as defined in Section
      1.2002(b) of the Commission‘s rules, 47 C.F.R. § 1.2002(b), is subject to a
      denial of federal benefits pursuant to Section 5301 of the Anti—Drug Abuse
      Act of 1988.


                 (p)   This application qualifies fo r streamlined processing under Section 63.12
                       of the Commission‘s rules, 47 C.FR. § 63.12. MetroPCS has no
                       affiliations with foreign carriers or dominant U.S. carriers, and it does not
                       seek authority to provide switched basic services over private lines to a
                       country for which the Commission has not previously authorized the
                       provision of switched services over private lines.
