                                           APPLICATION

       PUBLIC SERVICE CELLULAR, INC. ("PSC") hereby requests authority, pursuant to
Section 214 of the Communications Act of 1934, as amended, 47 U.S.C. Section § 214 (1982), and

Section 63.18 of the Commissions Rules, 47 C.F.R. §63.18, to provide global international facilities—

based and resale services between the United States and various international points.

       This application satisfies the requirements for streamlined processing set forth in Section
63.12 of the Commission‘s Rules. PSC respectfully requests streamlined processing.



I.     Introduction
       PSC is an incorporated entity that hasbeen licensed by the FCC to provide analog and digital
CMRS wireless service in the Columbus, GA/AL MSA; Georgia 6 — Spalding; Alabama 5 —
Cleburne; Alabama 8 — Lee; Georgia 5 — Haralson; and Georgia 9 — Marion RSAs; and the

Anderson, SC; Anniston, AL; and Columbus, GA BTAs." Grant of this application will accord PSC




       PSC holds the licenses for Stations KNKA415 (CMA1S53B), KNKN872 (CMA376B1),
KNKN913 (CMA376B2), KNKN883 (CMA376B3), KNKN687 (CMA31IIB2), KNKN932
(CMA314B2), KNKN934 (CMA375B2), KNKN976 (CMA379B1), KNLG210 (BTAOIOGF),
KNLH422 (BTAO17D), and KNLH421 (BTAOYZF).

        (d)    Applicant‘s Prior Section 214 Authority

               PSC has not previously received authority pursuant to Section 214 of the
Communications Act from the Commission.

       (e)     Statements Regarding Facilities—Based and Resale Authority

               (1)     PSC requests global facilities—based Section 214 authority pursuant to the
terms and conditions of Section 63.18(e)(1) of the Commission‘s Rules. PSC understands that it is
subject to Section 214 of the Communications Act and all Commission rules and regulations,
including 47 C.F.R. Section 63.22. PSC certifies that it will comply with the terms and conditions
contained in §§ 63.21 and 63.22 of this part.


                (2)       PSC requests Section 214 authority to resell the international services of
authorized U.S. common carriers pursuant to §63.18(e)(2) of the Commission‘s rules. PSC certifies
that it will comply with the terms and conditions contained in §§ 63.21 and 63.23 of the
Commission‘s rules, and any conditions statedin the Commission‘s public notice or orderthat serves

as PSC‘s Section 214certification.

        (F)     Not applicable.

        (h)     Direct and Indirect Owners of PSC

                PSC is a corporation organized under the laws of Georgia whois wholly owned by
Public Service Communications, Inc. (PSCI).            PSCI is a principally engaged in providing
communications services to the public. Its business address is:

               The following shareholders hold a 10 percent or greater interest in PCSI, and in turn
hold an indirect disclosable interest in PSC.

                Each of these individuals are United States Citizens and maintain no other attributable

interests in other FCC licensees other than through PSCI.


                PSC is unaware of any interlocking relationships between its directors and the boards

of any foreign carrier.

               PSC hereby certifies that it is not a foreign carrier, nor is it affiliated with one.


       (q)     Certification Regarding Provisioning of International Telecommunication Services

                PSC hereby certifies that it has no intent to provide international telecommunications
services to any destination country where: (i) PSC is a foreign carrier in that country; (ii) PSC
controls a foreign carrier in that country; (iii) any entity that owns more than 25 percent of PSC or
that controls PSC controls a foreign carrier in that country; or (iv) two or more foreign carriers (or
parties that control foreign carriers) own, in the aggregate, more than 25 percent of PSC and are
parties to, or the beneficiaries of, a contractual relationship affecting the provision or marketing of
international basic telecommunications services in the United States.

        (n)     Certification Regarding Special Concessions
                PSC certifies that it has not agreed to accept nor shall it accept in the future any
special concessions, directly or indirectly, from any foreign carrier or foreign administration with
respect to traffic or revenue flows between the United States and any foreign country that PSC may
serve under the authority granted to it pursuant to this application.

        (0)     Anti—Drug Abuse Act of 1988 Certification

                Pursuant to §§ 1.2001 through 1.2003 of the Commission‘s rules, PSC certifies that

no party to this application has been denied federal benefits pursuant to Section 5301 ofthe Anti—
Drug Abuse Act of 1988.

       (p)      PSC‘s Qualification For Streamlined Processing

                This application qualifies for streamlined processing pursuant to section 63.12 of the
Commission‘s rules. PSC has no affiliations with foreign carriers in any destination market, nor
does it have an affiliation with a dominant U.S. carrier whose international switched or private line
services PSC seeks authority to resell. Accordingly, PSC requests streamlined processing.


Conclusion

       The foregoing information is accurate and complete, and demonstrates with clarity that the
public‘s interest in high quality international communications will be served by grant of this
application. For these reasons, PSC respectfully requests that the Commission grant this application.
