                 Based and Resale Services




                                 APPLICATION FOR SECTION 214 AUTHORIZATION

                 Prexar LLC ("Prexar") hereby applies, pursuant to Section214 of the Communications Act of

       1934, for global authorityto provide facilities—based and resale services pursuant to 47 C.F.R.

       §63.18(e)(1)(2) and (4). The proposed services will include international basic switched, non—

       interconnected private line, data, television, and business services to all international points. These

       services will also include international basic switched services via private lines to all authorized

       countries.

                 This Application qualifies for streamlined processing pursuant to Section 63.12 of the

       Commission‘s Rules because Aliant certifies, by signature to this application, that it is not dlsquallfiea

       by any exception to thé streamlined process provided in §63.12(c). Additionally, Prexar qualifies for

       non—dominant status on all proposed routes to destination countries, as it has no affiliations with a

       foreign carrier and itself is not a foreign carrier in any other country.

                 By granting this application, the Commission will serve the public interest, convenience and

       necessity by promoting competition in the international services market. Competition will benefit U.S.

       consumers by increasing service options and lowering prices.

         £.       All the services for which Prexar is seeking authority under 63.18(e)(4) are subject to

streamlined processing under §63.12.

         g.       Prexar is seeking facilities—based authority under 47 C.F.R. § 63.18(e) to provide

international services. The grant of this Application will not constitute a major action as defined in 47

C.FER. § 1.1305. Accordingly, no environmental information is required to be submitted with this

Application under 47 C.F.R. § 1.1311.


       h.      Prexar is a limited liability company which is 91% owned by Bruncor Propertiecs Inc. a

corporation organized under the laws of the state of Delaware. Bruncor Properties Inc. in 100 % owned

by Aliant Horizon Inc. a Canadian corporation which itself is 100% owned by Aliant Inc. a Cinadian

holding company tt at is publicly traded, which in turn is 53% ow ied by Bell Canada Er terprises, Tnic.

a publicly traded C:inadian corporation. No other entity owns, directly or indirectly, 10 ercent or

more of Prexar‘s Units. No individual or entity owns, directly or indirect y, more than 10 persent of

BCE Inc.‘s stock. (Dnly one member of Prexar‘s board of clirectors also serves as a director 0 a

foreign carrier, specifically Da‘vid Oak is a directory of BCJ Capital Inc.

qualifies as non—dominant for the provision all international telecommunications pursuant to 47 C.F.R.

§63.10(1).

           n.     Prexar certifies that it has not agreed to accept special concessions directly or indirectly

from any foreign carrier or administration with respect to any U.S. international route where the


foreign carrier possesses sufficient market power on the foreign end of the route to affec : com jetiticn

adversey in the U.S. market and will not enter into such agreement; in the future.

        (3.       Additionally, Prexar certifies, pursuant to 47 C FR. |1.2002 that neither ?rexé ‘nor ; ny

the Anti—Drug Abuse Act of 1988. See 21 U.S.C. § 853; .

 Prexar agrees to be classified as a dominant carrier and certifies that it will comply with the
 Commission‘s dominant carrier regulations with respect toservices to Canada. a WITO country,
 where it is affiliated with a foreign carrier       It is Prexar‘s understanding that with this certification
 its Application qualifies for streamlined processing pursuant to Section 63.12 of the Commission‘s
 Rules and that the Application will be set for immediate public notice.
