("DMS") hereby requests global facilities—based and resale Section 214 authority pursuant to the terms and conditions of Section 63.18 of _ the C_qfnmissiion’s Rules, 47 C.F.R. Section 63.18. DMS is licensed by the Commission _to operate earth Stéticm facilities for the provision of telecommunications services between offshore vessels_ and land—based facilities on a private carrier basis.‘ In this application, DMS seeks authority to provide such services on a common carrier basis. By granting this application, the Commission will serve the public interest, convenience and necessity by promoting competition in the domestic and international services markets. Competition will benefit U.S. consumers by increasing service ‘ DMS is licensed by the Commission to operate earth stations in the C—Band and in the Ku Band (call signs E000038 and EO0O0039). These earth stations are located in the Houston, Texas area.
