("Velocity"), a non- dominant resale common carrier, we transmit herewith an original and five (5) copies of an application under Section 214 of the Communications Act and Section 63.01 of the FCC Rules to resell the services of other common carriers to provide switched voice telecommunications services from points located in the United States to enumerated points. Because Basic is classified as a non-dominant international carrier under the FCC's rules and policies, this application is subject to the FCC's streamlined processing procedures applicable to eligible Section 214 applications. Also enclosed herewith is FCC Form 159 and a check in the amount of $815.00, made payable to the "Federal Communications Commission," to cover the FCC filing fee associated with this application. ("Velocity Networks") hereby requests that the Commission issue a certificate authorizing Velocity to provide global facilities-based and resold international message toll services ("IMTS") of other common carriers from points located in the United States to international points covered by this application, pursuant to Section 214 of the Communications Act of 1934, as amended, and Section 63.18 of the Commission's Rules. Velocity Networks is a Kentucky corporation whose principal offices are located at 3720 Arrowhead Avenue, Suite 200, Independence, Missouri, 64057. Velocity Networks will operate as a non-dominant common carrier subject to regulatory forbearance.

Velocity Networks is legally, financially, and technically qualified to provide the service proposed in the instant application. (h) Velocity Networks does not have any affiliation with any U.S. carrier(s) whose facilities-based services will be resold. (i) Velocity Networks is not directly or indirectly controlled by any foreign carrier nor does it have a controlling interest in any foreign carrier or in any entity that 3
