Section 214 (1982), and Section 63.12 of the Commission‘s Rules, 47 C.F.R. Section 63.12, for global authority to provide facilities based international switched communications services, including international basic switched, private line, data, television and business services and to resell the international services of other common carriers for the provision of such services. Pacific‘s provision of international service will not have any significant impact on the general provision of such service to the public. Additional competition in the market — including the competition Pacific will provide — benefits consumers of international telecommunications services. The benefits of combetition include lower prices and increased availability of a variety of service options. Pacific submits therefore, that grant of this application will serve the public interest, convenience and necessity and requests that it be processed pursuant to the streamlined procedures applicable to non—dominant carriers. See §63.12 of the Commission‘s Rules, 47 C.F.R. §63.12. Pursuant to §63.18 of the Commission Rules, 47 C.F.R. §63.18, Pacific submits the following in support of its request for authorization.
