of the Communications
Act of 1934, as amended,
for authority to operate as
an international facilities—based
and resale carrier.

APPLICATION

Megastar, Inc. hereby requests authority, PURSUANT TO Section 214 of the
Communications Act of 1934, as amended, 47 U.S.C. Section 214 ( 1982 ),
and Section 63.18 of the Commission‘s Rules, 47 C.F.R. Section 63.18 to
provide global international facilities—based and resale services between the
United States and international points.

Megastar, Inc. is an established Delaware corporation organized to provide
domestic and international telecommunications services principally via
satellite. Megastar, Inc. has no foreign affiliations. Megastar, Inc. was
previously granted Section 214 authority to provide video, private line voice
and data service between the United States and various international
locations. The commussion‘s approval is stated in File I—T—C—91—108 adopted
12/21/91.

By granting this application, the Commission will serve the public interest,
convenience and necessity by promoting competition in the international
services market. Competition will benefit U. S. consumers by increasing
service options and lowering prices. Thus, the public interest will be served
by grant of Global Section 214 authority to Megastar, Inc.


SECTION 63.18 INFORMATION

The following information is submitted, as required by Section 63.18 of the
Commission‘s Rules, in support of Megastar, Inc‘s request for authorization.


(a) Megastar, Inc.

(b) Megastar, Inc. is incorporated under the state laws of Delaware.

(d) Megastar, Inc. was granted Section 214 authority to provide international
services between the United States and other international locations. The
commission‘s approval is stated in File I—T—C—91—108. This authorization was
to provide International video, private line voice, IBS and IDR circuits using
various satellites. Megastar, Inc. currently owns and operates a teleport in
Desoto, TX to provide these services. Megastar, Inc. contemplates the
purchase of a west coast teleport to provide additional services.

(e) Megastar, Inc. requests global facilities—based and resale Section 214
authorization pursuant to the terms and conditions of Section 63.18(e)(1) and
{e)(2) of the Commission‘s Rules. Megastar, Inc. requests authorization to
use the following satellite systems to provide these services: Alsat, Pan Am
Sat, Columbia Communications, Loral Cyberstar ( Telstar 11 and 12 .
) , New Skies Satellites, Nahuelsat, Intelsat, and Stationar satellite systems.
Megastar, Inc. understands that any earth stations used to provide Section
214 Global—facilities based services must be authorized under Title 3 of the
Communications Act of 1934, as amended., to communicate with these


satellites. Megastar, Inc. also requests that it be specifically authorized to
own facilities in other countries or areas which connect via our or US
government owned facilities to the public switched telephone network in the
US ( but not in the foreign country ) in support of U.S. Militaryactions in
these countries or areas wherever they might be.

(g) Not applicable.

(h) Megastar, Inc. certifies that it is not affiliated with any foreign or U.S.
facilities—based carrier.

In support of this certification, the name, address, citizenship and principal
business of the sole shareholder that controls ten percent or more of
Megastar, Inc. is as follows:

(1) Megastar, Inc. certifies that it has not agreed and will not agree in the
future to accept any direct or indirect special concessions from a foreign
carrier or administration with regards to traffic or revenue flows between the
United States and any foreign countries the company is authorized to serve.

(j) Megastar, Inc. certifies that no party to this application has been denied
federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of
1988.

(k) Megastar, Inc. requests streamlining of this application if applicable.


CONCLUSION
In conclusion, Megastar, Inc. certifies that all of the information in this
application is accurate and correct. For these reasons, Megastar, Inc.
