Section 214 (1982), and Section 63.18 of the Commission‘s Rules, 47 C.F.R. Section 63.18, to provide global international resale services between the United States and international points. Southwest Arkansas Telephone Co—op., Inc. is an Incumbent Local Exchange Carrier that wishesto provide international telecommunications services. Southwest Arkansas Telephone Co—op., Inc. has no foreign affiliations. Southwest Arkansas Telephone Co—op., Inc. serves residential and business customers in Arkansas and Texas. By granting this application, the Commission will serve the public interest, convenience and necessity by promoting competition in the international services market. Competition will benefit U.S. consumers by increasing service options and lowering prices. Thus, the public interest will be served by the grant of Section 214 authority to Southwest Arkansas Telephone Co—op., Inc..
