("Applicant") by its :attorheys and pursuant to Section 2_14 ofthe Communications Act of 1934, as amended by the Telecommunications Act of 1996 (47 U.S.C. §214), hereby requests global international authorization to provide common carrier communications services (both facilities—based and resale) between the United States, its territories or possessions, and foreign points. Applicant is a computer software and network conl.sulting company that desires to provide international basic switched, private line, data, television, and business services to international points on a facilities— based and resale basis. Approval of this application will increase competition in the U.S. international telecommunications services market which will benefit consumers of international telecommunications services. The benefits of competition include lower prices, increased availability of a wider variety of service options, and more efficient use of international facilities. (e)(1) Applicant is requesting Section 214 authority to operate as a facilities—based carrier pursuant to §63.18(e)(1) of the Commission‘s Rules. Applicant agrees that it will provide international facilities—based services only to international points for which the Applicant qualifies for nondominant regulation as set forth in Section 63.10. Applicant is not, and is not affiliated with, a foreign carrier. Applicant certifies that it will comply with the terms and conditions contained in §§63.21 and 63.22 of the Commission‘s Rules. (e)(2) Applicant'is also requesting Section 214 authority to operate as a resale carrier pursuant to §63.18(e)(2) of the Commission‘s Rules. Applicant agrees thatit will provide resold international services only to international points for which Applicant qualifies for non—dominant regulation as set forth in §63.10.
