("BuzNet Communications") hereby requests authority, pursuant to Section 214 of the Communications Act of 1934, as amended, 47 U.S.C. Section 214, and Section 63.01 of the Commissions Rules, 47 C.F.R. Section 63.01, to resell the internationaltelecommunications services of other common carriers between the United States and various international points. BuzNet Communications is a corporation organized under the laws of the state of Delaware. The Company intends to resell the telecommunications services of other common carriers and is not a facilities- based carrier. BuzNet Commurncatioti's service wifi be offered for use by residential consumers, business customers with foreign offices, foreign firms with US operations, or other individuals and entities who subscribe to the companys interstate and/or intrastate services. Through BuzNet Communications service, customers may originate calls from locations within the United States to other countries, and from foreign locations to terminate in the United States. The Company seeks authority to resell international telecommunications services to better serve its customers by offering a full range of call termination options. By providing international calling services BuzNet Conununications will be able to offer its customers valuable service at competitive rates.

international telecommunications services will be obtained by BuzNet Communications from other common carriers who are currently authorized by the Commission to provide international service. Initially, BuzNet Communications will only resell international switched services. However, BuzNet Communications requests authority to resell private line service in the future as contemplated under Section 63.18 (e) (2) and subject to the restrictions imposed therein. The provision of international service by BuzNet Communications will not have any significant impact on the general provision of such service to the public. However, additional competition in the market - including the competition of BuzNet Communications - benefits consumers of international telecommunications services. The benefits of competition include lower prices and increased availability of a variety of service options. Finally, BuzNet Communications, Inc. certifies that no two or more foreign carriers, or parties that control foreign carriers, own more that 25% of the applicant, or are parties to or beneficiaries of a contractual relation affecting the provision or marketing of international basic telecommunications services hi the United States. (n) BuzNet Communications, Inc. certifies that it has not agreed to accept special concessions directly or indirectly finm any foreign carrier with respect to any U.S. international mute, where the foreign carrier possesses sufficient market power on the foreign end of the route to affect competition adversely in the U.S. market, and will not enter into such agreements in the future. (o) Buz.Net Communications, Inc. certifies that neither BuzNet Communications, Inc. nor any party to this application is subject to a denial of Federal benefits, as provided in the Anti-Drug Abuse Act of 1988, 21 U.S.C. 853a. (p) BuzNet Communications, Inc. requests streamlined processing of this application pursuant to Section 63.12. In support of this request, BuzNet Communications, Inc. states that it is not afluliated with a foreign carrier in a destination market, is not affiliated with a dominant U.S. carder whose international switched or private line services it plans to resell, nor does it seek authority to provide switched basic services over private lines to a country for which the Commission has not previously authorized the provision of switched services over private lines.
