("Pangea") hereby requests authority, pursuant to Section 214 of the Communications Act of 1934, as amended, 47 U.S.C. § 214, and Section 63.18 of the Commission‘s Rules, 47 C.F.R. § 63.18, to provide global international facilities— based and resale services between the United States and international points. Pangea is a new U.S. company organized under the laws of the State of Delaware to provide international telecommunications servicés to business customers throughout the United States. By granting this application, the Commission will serve the public interest, convenience and necessity by promoting corfipetition in the international services market. Competition will benefit U.S. consumers by increasing service options and lowering prices. Thus, the public interest will be served by the grant of Section 214 authority to Pangea. Section 63.18 Information The following information is submitted, as required by Section 63.18 of the Commission‘s Rules, in support of Pangea‘s request for authorization. (a) Pangea Networks Inc.

For a list of these carriers and countries see paragraph (i), above. (k) The destination countries listed in paragraph (i) above are members of the World Trade Organization (WTO), lack market power in the destination country, and provide effective competitive opportunities to U.S. carriers to compete in each country‘s market for services the applicant seeks to provide. (1) Pangea‘s foreign affiliate carriers are not monopoly providers of communications services in the relevant markets and destination countries. Each of these carriers has far less than 50 percent share ofthe market for the international transport and the local access services on the foreign end of the route. (m) Pangea qualifies for classification as a non—dominant carrier on all routes. See paragraph (1), above. (n) Pangea has not agreed to accept special concessions directly or indirectly from any foreign carrier with respect to any U.S. international route where the foreign carrier possesses market power on the foreign end of the route and will not enter into such agreements in the future. (0) Pangea certifies that, pursuant to §§1.2001 through 1.2003 of the Commission‘s Rules, no party to the application is subject to a denial of Federal benefits ‘ Like the Applicant, each of these carriers is ultimately wholly—owned by Pangea Ltd., a Bermuda holding company.
