                 Telicor, Inc. ("Telicor") requests authority, pursuant to 47 USC § 214 and 47 CFR

—§ 63:18, to provide both global international facilities—based and resale services between the

_ UnitedStates and all ihtemational poinfs. Telicor requests streamlined processing of this

 application.

 J.     BACKGROUND
                 Telicor is a start—up telecommunications company that plans to offer local

 exchange, long distance and international services. Telicor plans initially to resell switched and

 dedicated services and may eventually provide facilities—based services. Telicor will offer

 customers an additional provider, thereby creating competition and lowering the cost of

 telecommunications services. Consequently, the Commission will serve the public interest,

 convenience and necessity by granting this application.

                 Telicor certifies that it has not agreed to accept special concessions directly or

— indirectly from any foreign carrier with respect to any U.S. international route where the foreign

 carrier possesses market power on the foreign end of the route and will not enter into such

 agreements in the future.

               14.     Anti—Drug Abuse Act (47 CFR § 63.18(0))

               Telicor certifies that no party to this application has been denied federal benefits

pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988.

               18;     Streamlined processing (47 CFR § 63.18(p))

               Telicor requests streamlined processing of this application. Streamlined

procedures apply where an applicant is non—dominant. 47 CFR § 63.12(c)(1). As explained

above, Telicor is non—dominant on all routes.

III.    CONCLUSION
               Telicor certifies that all information in this application is accurate. For the

foregoing reasons, Telicor respectfully requests that the Commission grant this application.

                          This letter responds to your inquiry regarding the pending Section 214
    application of Telicor, Inc. Specifically, you asked us to identify the entitiecs with a 10%
    or greater interest in the Redleaf Group, a companythat holds 31.91% of the outstanding
    shares of Telicor, Inc.‘s stock. The only entity that owns more than 10% o[ the Redleaf
    Group is Safeguard Scientifics, Inc. ("Safeguard"), which isa utilities operating company
    incorporated in Pennsylvania. Safeguard holds 36,302,902 shares of the Redleaf Group.
    This is 30% of the Redleaf Group‘s outstanding stock. Safeguard‘s address is: 800 The
    Safeguard Building, 435 Devon Park Drive, Wayne, Pennsylvania, 19087. No single
    entity owns 10% or more of Safeguard‘s stock.
