Part 63, Guam Wireless Telephone Company, L.L.C. ("Guam Wireless" or "Applicant"), through its attorneys, hereby submits an application for authority to provide international facilities—based and resale services between the United States and international points. Guam Wireless is the current licensee of the authorization for Station KNLF 300 granted by the FCC to construct and operate a Personal Communications Services — ______ escS Broadband mobile radio system for the area designated by the FCC as the Guam—Northern _ s rrir Mariana Islands Major Trading Area ("MTA") (FCC Market No. 050, Channel Block B). By granting the instant Application, the Commission will serve the public interest, convenience and necessity by promoting competition in the international services market. Guam Wireless‘ provision of international services to customers will serve the public interest by providing a competitive alternative to customers. It will promote, through competition, the efficient use of current and future telecommunications networks. Customers will benefit by 10479.1

having an additional alternative carrier from which to choose, and from general improvements in price, billing options, features and other options that are generated by competitive pressures. Guam Wireless anticipates that its proposed services will provide its subscribers witk. bette: quality services and will increase choice through innovetive, diversified and reliable service: offerings. (d) Guam Wireless has not previously received authority under Section 214 of the Communications Act. (e) Guam Wireless requests global facilities—based and resale Section 214 authority pursuant to the terms and conditions of §63.18(e)(1) and (e)(2) of the Commission‘s rules. Guam Wireless certifies that it will comply with the terms and conditions contained in Sections 63.21, 63.22, and 63.23 of the FCC‘s rules. At this time, Guam Wireless seeks no other authorization available under 64.18(e). (g) Not applicable. (b) Guam Wireless is a Virginia limited liability company that to date has issued ten (10) units of membership interest of the twenty (20) units it is authorized to issue. The Overland Company ("Overland"), a California corporation, owns nine (9) shares of the issued membership units, and Mr. Fred E. Liao personally owns one (1) share of the issued membership units. Mr. Liao is the President of Overland and the address for both is 147 E. Olive Avenue, Monrovia, California 91016. Overland has three shareholders that currently own more than ten (10) percent of its shares. Mr. Liao owns sixty (60) percent of the shares, and the other two shareholders, Chuan S. Wang and Andrew Hsu each own twenty (20) percent of Overland‘s shares. All of Overland‘s principal shareholders are United States en u2l citizens. Guam Wireless has no interlocking directorates with any foreign carrier. omm ) Guam Wireless hereby certifies that it is not "affiliated" with any foreign telecommunications carriers. 10479.1

O Guam Wireless certifies that it does not seek to provide international telecommunications services to any destination country for which any of the four statements set forth in subparagraph (j) of Section 63.18 is true. (k) Not applicable. (1) Not applicable. (m) As set forth in response to subsection (i) above, Guarn Wireless is not affiliated with any foreign telecommunications carriers. (n) Guam Wireless certifies that it has not agreed to accept special concessions directly or indirectly from anyforeign carrier with respect to any US international route where the foreign carrier possesses market power on the foreign end ofthe route and will not enter into such agreements in the future. (0) As defined in §§ 1.2001 through 1.2003 of the Commission‘s rules, Guam Wireless certifies that it is not subject to a denial of Federal benefits pursuant to Section 5301 of the Anti—Drug Abuse of 1988. (P) Pursuant to Section 63.18(p), Guam Wireless qualifies for streamlined processing of this Application because it is a non—dominant carrier and is not affiliated with any foreign carriers. CONCLUSION In light of the foregoing, Guam Wireless submits that the public interest, convenience, and necessity will be served by approving this Application.
