("IPVoice" or "Applicant"), by its attorney, hereby r¢ ctfully requests authority from the Federal Communications mission ("Commission"), pursuant to Section 214 of the Comm :ations Act of 1934, as amended (the "Act"), and Section 63.1 if the Commission‘s Rules, to provide global international fac: ies—based and resale services between the United States and int itional points.
