    SECTION 63.19 NOTICE OF DISCONTINUATION OF INTERNATIONAL SERVICE


           OnePoint Communications Corp. ("OnePoint"), hereby notifies the Commission that

pursuant to Section 214(a) of the Communications Act of 1934, as amended ("the Act"); 47

U.S.C. § 214(a); and Section 63.19 of the Commission‘s rules, 47 C.F.R. § 63.19, on September

15, 2000, OnePoint provided written notification‘ to all affected customers of its plan to

discontinue the provision of international toll service in Maryland, Virginia, Pennsylvania,

Delaware, and Washington, pC,."

        Ventures in Communications II, L.L.C.("Ventures") is the corporate parent of a number

of operating subsidiaries that provide telecommunications services to the public. OnePoint, a

subsidiary of Ventures, is a non—dominant provider of local, long distance and international

telephone service, video service, and high—speed Internet access to apartment and condominium

(Multiple Dwelling Units or "MDUs") residents. This Notice is being filed in preparation for the

proposed acquisition of OnePoint by Verizon Investments, Inc. ("VII"), a wholly—owned

subsidiary of Bell Atlantic Corporation d/b/a Verizon Communications ("Verizon"). As a result

of this acquisition, OnePoint will become subject to the regulatory requirements that prohibit

Verizon from offering originating interLATA services in its local service region until it has met

the requirements of Section 271 ofthe Telecommunications Act of 1996."

        To ensure that no customers will be adversely affected by this service discontinuation,

OnePoint has undertaken a multi—step notification process pursuant to Sections 63.19 and 63.71




* OnePoint currently provides international service pursuant to authority in a Section 214 international resale
  authorization granted to OnePoint Communications, LLC (File No. ITC—214—19970418—00216). This authorization
 is one of two international Section214 authorizations held by OnePoint subsidiaries, and they are both at issue in
 the proposed acquisition of OnePoint by Verizon. The other such international 214 authorization is held by
 OnePoint Services, LLC (File No. ITC—214—20000321—00206). The Commission granted to OnePoint and Verizon
 Streamlined Transfer of Control to Verizon for the portions of the two international Section 214 authorizations held
 by the above—mentioned OnePoint subsidiaries allowing for the resale of unaffiliated U.S. facilities—based carrier‘s
 international switched services. See International Authorization Granted, Public Notice, Report No. TEL—00300,
 DA No. 00—2310 (rel. Oct. 12, 2000). OnePoint will relinquish these portions of the two international Section 214
 authorizations that authorize service other than the resale of an unaffiliated U.S. facilities—based carrier‘s
 international switched services, effective upon the consummation of the transaction with Verizon.

of the Commission‘s rules and Section 214(a) of the Act.‘ Specifically, on September 15, 2000,

OnePoint sent notices to all affected customers informing them that OnePoint will no longer be

their long distance and international carrier, that they must select a newlong distance carrier, and

providing the specific notification specified in Section 63.71(a)(5)(i) of the Commission‘s rules."

           To ensure that these customers to do not suffer any service interruptions, OnePoint has

also arranged to transfer any remaining OnePoint long distance customers to Talk.com (d/b/a

"The Phone Company"‘). Talk.com has committed to provide long distance service to those

customers on the same, or better, rates, terms, and conditions that OnePoint currently offers.

OnePoint and Talk.com have separately filed a Joint Petition for Waiver of the Commuission‘s

carrier—change rules, 47 C.F.R. Sections 64.1100 through 64.1 190.‘

           OnePoint estimates that a total of approximately 8,100 customers in Maryland, Virginia,

Pennsylvania, Delaware, and Washington, DC will be affected by this service discontinuation,

and that no customers will be left without long distance and international service at rates and on

terms equivalent to those that they now receive from OnePoint.
