                                  _ APPLICATION
        Voice Net, LLC hereby applies, pursuant to Section 214 of the Communications

Act, for authority to acquire and operate facilities, and resell the international services of

authorized U.S. common carriers, to provide international basic switched, private line,

data, video, and business services between the United States and all international points.

       The grant of Voice Net‘s application will serve the public interest, convenience,

and necessity by fostering competifion in the market for international services, which can

be expected to result in more efficient and innovative international telecommunications

offerings, lower prices, and better service for consumers.


                                Section 63.18 Information

       Pursuant to Section 63.18 of the Commission‘s rules, Voice Net submits the

following information in support of its application.

D.      Previous Section 214 Authorization

        Voice Net has not previously sought or received authority under Section 214.

E.      Service Authority Requested

        Voice Net requests Section 214 authority to operate as a facilities—based carrier

pursuant to Section 63.18(e)(1) of the Commission‘s rules and to operate as a resale

carrier pursuant to Section 63.18(e)(2) of the Commission‘s rules. Voice Net hereby

certifies that it will comply with the terms and conditions contained in Sections 63.21,

63.22, and 63.23 ofthe Commission‘s rules.

F.      Combined Application

        Voice Net requests both facilities—based and resale authorization.

G.      Exclusion from Environmental Processing

        Authorization of the facilities requested is categorically excluded as defined in

Section 1.1306 of the Commission‘s rules.

H.      Major Equity Owners

        The following persons and entities directly or indirectly own at least ten percent

of the equity of the applicant, as indicated.

       1.      Vista Net International, L.L.C.                               40.00%
       2.      Alvie Smith                                                   45.00%

Ira Berkowitz, through his 27.5% interest in Vista Net International, L.L.C., is the only

investor who indirectly owns at least a ten percent equity interest in the applicant. Each

of these persons is a U.S. citizen whose principal business is the provision of

telecommunications services through Voice Net. They can be contacted through Voice

Net, 12444 Powerscourt Drive, Suite 300, St. Louis, Missouri 63131.


34.     Foreign Affiliation

        Voice Net is not, nor is it affiliated with, a foreign carrier.

J:      Foreign Destinations

        Voice Net certifies that it does not seek to provide international

telecommunications services to any destination country for which any of the statements

in Section 63.18(j)(1)—(4) is true.

K.      Foreign Destination Showing

        Not applicable.

3       Resale Showing

        Not applicable.

M.      Non—Dominant Carrier Showing

        Not applicable.

N.      No Special Concessions

        Voice Net hereby certifies that is has not agreed to accept special concessions

directly or indirectly from any foreign carrier with respect to any U.S. international route

where the foreign carrier possesses market power on the foreign end of the route and will

not enter into such agreements in the future.

O.      Anti—Drug Certification

        Pursuant to Sections 1.2001 through 1.2003 of the Commission‘s rules, Voice Net

hereby certifies that no party to this application is subject to a denial of federal benefits

pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C. § 853a.


5:;     Strearoalined Processing

       This application qualifies for streamlined processing pursuant to Section 63.12 of

the Commission‘s rules because Voice Net is not a foreign carrier, is not affiliated with a

foreign carrier or a dominant U.S. carrier, and all of its equity is owned by U.S. citizens.



                                         Conclusion

       For the reasons stated herein, Voice Net respectfully requests that the

Commission grant the instant application.
