               Full Service Computing Corp. t/a Full Service Network("FSN"), pursuant to

Section 214 of the Communications Act of 1934, as amended, and Section 63.18 of the Rules

and Regulations of the Federal Communications Commission ("FCC" or "Commussion"), hereby

requests such authority to provide global international facilities—based and resale services

between the United States and international points.

               Specifically, FSN is organized to provide international telecommunications

services. FSN has no foreignaffiliates. FSN serves business and residential customers located
                        izaes



primarily in the Commonwealth of Pennsylvania.

               By granting this application, the Commission will serve the public interest,

convenience, and necessity by promoting competition in the international services market.

Benefiting U.S. customers, competition increases service options and lowers pri'ces. Thus, the

public interest will be served by the grant of Section 214 authority to FSN.

               FSN requests that this application be processed in accordance Witil the

Commission‘s procedures for streamlined processing as set forth in Section 63.18 of the

               (h)     This application constitutes certification that FSN has no affiliation with
                       any foreign carrier nor any affiliation with any U.S. carrier whose
                       facilities—based service FSN proposes to resell, either directly or indirectly.
                       Persons holding ten percent or more of the equity of FSN are listed at
                       Appendix "A."                                                       j

               (i)     FSN certifies that it has not agreed and will not agree in the future to any
                       direct or indirect special concessions from a foreign carrier or
                       administration with regards to traffic or revenue flows between the United
                       States and any foreign countries that FSN is authorized to serve. This
                       certification is an ongoing representation to the Commission and will be
                       updated as soon as possible after any change has occurred.

               0)      This application constitutes certification that, in accordance with Section
                       5302 of the Anti—Drug Abuse Act of 1988, neither FSN nor any party to
                       this application is subject to denial of federal benefits pursuant to §5201 of
                       the Anti—Drug Abuse Act of 1988, 21 U.S.C. §853(a).

               For the foregoing reasons, FSN respectfully submits that it is legally, technically,

and financially qualified to provide international resale telecommunications services and that

grant of this application will serve the present and future public interest, convenience, and

necessity. Furthermore, FSN certifies that all of the information in this application is accurate

and correct.

     Gentlemen:

           Full Service Computing Corp. ("FSN"), pursuant to Section 214 of the Communications
    Act of 1934, as amended, and Section 63.18 of the Rules and Regulations of the Federal
    Communications Commission ("FCC" or "Commission") hereby submits for filing an
    application for authority to provide global international facilities—based and resale services
    between the United States and international points.

            Included with the application is an appropriately completed FCC Form 159 Remittance
    Advice and a check drawn to the order of the FCC in the amount of $780.00 as payment of the
    requisite fee.

             It is believed that sufficient information has been provided to allow the Commission to
     grant the international application. Should additional details be required, however, the
     Commission is respectfully requested to contact the undersigned, preferably by telephone.
