N/ N/ N/ NZ/NZ/NZ/ APPLICATION FORAUTHORITY PURSUANT TO SECTION 214 OF THE COMMUNICATIONS® ACT OF 1934, AS AMENDED, FOR GLOBAL AUTHORITY TO OPERATE AS AN INTERNATIONAL RESALE CARRIER Application: EBS, INC. ("EBS" or "Applicant"), hereby requests authority, pursuant to { n 214 ofthe Communications Act of 1934, as amended, 47 U.S.C. Section 214 (1982), and Se« 13.18 of the Commission‘s Rules, 47 C.F.R. Section 63.18, to provide global international resale zes between the United States and international points. EBS is a U.S. company currently providing domestic long distance tel: nunications service and now desires to expand its operations to include the provision aternational telecommunications services. EBS has no foreign affiliations. The Company is a ly obtaining the certifications necessary to serve residential and business customers on an i ate basis in numerous states. By granting this application, the Commission will serve the public interest, enience and necessity by promoting competition in the international services market. Competition will benefit U.S. consumers by increasing service options and lowering prices. Thus, the public interest will be serviced by the grant of Section 214 authority to EBS.

Section 63.18 Information: The following information is submitted, as required by Section 63.18 of the Commission‘s Rules, in support of EBS request for authorization: (a) Name and address of Applicant: EBS, Inc. 3500 N. Causeway Blvd. Suite 1442 Metairie, LA 70002 Ph. (800) 269—5167 (b) Applicant is a corporation which was organized under the laws of the State of Louisiana on December 31, 1997.
