       Corporate Billing Management, Inc. ("Corporate I                        g Management") hereby requests

authority, pursuant to Section 214 of the Communication:                        of 1934, as amended, 47 U.S.C.

(1992), to resell the international message communicatio                       rvices of other common carriers

between the United States and various international points.

       Corporate Billing Managementis a corporation or;                        ied under the laws of the state of

Minnesota. Corporate Billing Management has no foreigr                         iations. The company intends to

resell the telecommunications facilities of other common vauiers and is not a facilities—based

carrier. Corporate Billing Management‘s service will be offered nationwide. Through its service,

customers may originate calls nationwide or in other countries for termination in the United

States or to other countries.          The company seeks authority to resell                        international

telecommunications services to better serve its customers by offering a full range of

telecommunications products and services. By providing international calling services Corporate

Billing Management will be able to offer its customers a valuable service at competitive rates.

        International telecommunications services will be obtained by Corporate Billing

Management from other currently authorized common carriers. Corporate Billing Management

will resell the services ofother facilities—based carriers that have obtained authorization from this

Commission.

        The provision ofinternational services by Corporate Billing Management will not have

any significant impact on the general provision of such service to the public.            Additional

competition in the market, however, benefits consumers of international telecommunications

services. The benefits of competition include lower prices and increased availability of a variety

of service options. The grant of this authorization will increase competitionin the market. Thus,

the grant of this authorization is consistent with the public interest.
        In support of Corporate Billing Management‘s request for authorization, the following

information is submitted pursuant to Section 63.01 of the Commission Rules, 47 C.F.R., Section

63.01 (1992).

      Communications Act of 1934.


(e)   Corporate Billing Management requests global facilities—based and resale authority

      pursuant to the terms and conditions of § 63.18(e)(1) and(e)(2) of the Commission‘s

      rules.



£     At this time, Corporate Billing Management seeks no other authority available under §

      63.18(e).

(g)   Not applicable.

(b)   Corporate Billing Management is not affiliated with any U.S. or foreign carrier.

      The only individuals or entities which own 10 percent or more of the stock or equity in
      Corporate Billing Management are as follows:

      The 10 percent equity holder is a U.S. citizen whose principal businessis as an officer of

      Corporate Billing Management, Inc., the applicant.

)     Corporate Billing Management certifies that it has not agreed and will not agree in the

      future to accept any direct or indirect special concessions from a foreign carrier or

      administration with regards to traffic or revenue flows between the United States and any

      foreign countries the company is authorized to serve.

O     Corporate Billing Management certifies that no party to this application has been denied

      federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988.

                                          CONCLUSION
       As demonstrated in this application, Corporate Billing Managément, Inc. is legally,

financially and technically qualified to provide the services for which it requests authority. For

the reasons stated above, applicant submits that the public interest, convenience and necessity

would be furthered by a grant of this Section 214 application.
