("Versatel"), corporations authorized to provide international telecommunications services in Mexico and Guatemala respectively. Telexpress and Versatel are recent entrants to the Mexican and Guatemalan markets and, as such, do not possess the ability to discriminate against unaffiliated carriers to the detriment of competition. As a result, Applicant‘s affiliation with those companies poses no threat to competition. —3=
