       By its attorneys and pursuant to Section 63.18 of the Commission‘s Rules and Regulations,
Carrera Communications, L.P. hereby submits for filing the original and five copies of its
Application for Section 214 Authority to Resell International Switched Voice Services between the
United States and variousinternational points.

        The original of this letter and application, the $780.00 filing fee and the Fee Form 159 have
been sent via overnight delivery service directly to the Mellon Bank in Pittsburgh. In addition,
copies ofthis letter and application have been hand delivered to the F.C.C.‘s Commercial Contractor,
1.F.S.

                 INTERNATIONAL SWITCHED VOICE SERVICES


TO THE HONORABLE                   SECRETARY,                                 FEDERAL   COMMUNICATIONS
COMMISSION:

        COMES NOW Carrera Communications, L.P., (hereinafter "Carrera" or "Applicant")

and applies for authority under Section 214 ofthe Communications Act of 1934, as amended,

and Section 63 of the Commission‘s Rules and Regulations, to resell international switched

telecommunications service between the United States and various international points.

e       Applicant is a Texas Limited Partnership. No Partner of Applicant is an agent of a

fomms Commission Section 214 authority to

resell the international switched voice services of authorized carriers to all international

points served by their respective tariffs. Authorization to resell the services ofthese carriers

will enhance Applicant‘s ability and flexibility to provide high—quality switched

telecommunications services to end users at competitive rates.                                All of Applicant‘s |

telecommunications services will be provided by utilizing the existing facilities and services


of underlying carriers supplying service to Applicant. Applicant is a nondominant carrier

that has no affiliation with a foreign carrier or the U.S. facilities—based carriers whos

international switched services it seeks to resell and, therefore, this application qualifies fo

the streamlined approval process provided in §63.12 of the Commission‘s rules.

        By granting this application, the Commission will serve the public interest

convenience and necessity by promoting competition in the international services market

Competition will benefit U.S. consumers by increasing service options and lowering prices

Thus, the publicinterest will be served by the grant of Section 214 authority to Applicant

       In support ofits requests for authority to resell additional international switched voict

services, and pursuant to Section 63.18 of the Commission‘s Rules and Regulations

Applicant furnishes the following information:

       (a)     Applicant is Carrera Communications, L.P. Applicant does not conduc

               business under any assumed names.

       Applicant‘s business headquarters are located at the following address:

8     At this time, Applicant seeks no other authorization available under Section

      63.18(e).

(g)   Applicantis not seeking facilities—based authority under Section 63.18(e)(6).

      The proposed service will be between Applicant‘s resale facilities in the

      United States and other countries served by the underlying carriers.

(h)   Applicant is not, and has no affiliation with, a foreign carrier. No director,

      shareholder, or officer of the Applicant is an agent of a foreign carrier.

      Certification of this fact may be found at "Attachment A" to this application.

        The public need will be served by the grant       4 authority to Applicant because end

voice services of several carriers in the interna         . markets served by its underlying

carrier(s) in order to better serve the needs oftheir c   aers. Further, increased competition

in these markets will serve to increase the service       ings available as well as reduce the

        WHEREFORE, PREMISES CONSIDERED, Applicant respectfully requests that the

Commission authorize Applicant to resell the international services of authorized U.S.

common carriers for the provision of international switched services to international points

served by said carriers in compliance with terms and conditions of Section 63.12(e)(2).


Applicant further requests that this application be processed under the streamlined approval

process described in §63.12 of the Commission‘s rules.
