Before the FEDERAL COMMUNICATIONS COMMISSION Washington, D.C. 20554 In the Matter of GUOKE COM, INC. Application for authority pursuant to File No. I.T.C.—99—_______________________. To Section 214 of the Communications Act of 1934, as amended, for global authority to operate as international resale carrier Application Guoke Com, Inc. ("Guoke Com"), hereby requests authority, pursuant to Section 214 of the Communications Act of 1934,as amended, 47 U.S.C. Section 214 (1982), and Section 63.18 of the Commission‘s Rules, 47 C.F.R. Section 63.18, to provide global international facilities based and resale services between the United States and the People‘s Republic of China. Guoke Com intends to market its services to major telecommunications carriers, businesses and retail customers throughout the United States. Guoke Comis a new United States company and a wholly owned subsidiary of Beijing Guoke Information Technology Development Co., Ltd. ("Beijing Guoke") whose principal office is located in Beijing, China. Beijing Guoke‘s primary business is the development of products in the field of computer intelligence including communications utilizing internet technology and intelligent voice platform technology. Guoke Com has been organized to provide international telecommunications services via the Internet through a proprietary technology licensed to Guoke Com by Beijing Guoke. After an end user calls an 800— telephone number, their voice will be digitized into packets and transmitted through the Internet backbone. Upon reaching the destination gateway, the packets will be reconstructed into voice format and passed out to the PSTN line. Neither Guoke Com nor Beijing Guoke is affiliated with any foreign or domestic telecommunications carrier. By granting this application, the Commission will serve the public interest, convenience and necessity by promoting competition in the international services market. Competition will benefit United States customers by increasing service options and lowering prices. Thus, the public interest will be served by the grant of Section 214 authority to Guoke Com.

Section 63.18 Information The following information is submitted, as required by Section 63.18 of the Commission‘s Rules, in support of Guoke Com‘s request for authorization. (e) Guoke Com requests Section 214 global facilities based and resale authority pursuant to the terms and conditions of Section 63.18(e)(1) and 63.18(e)(2) of the Commission‘s Rules. (f) At this time, Guoke Com seeks no other authorization available under Section 62.18(e). (g) Not applicable (h) Guoke Com certifies that it is not affiliated with any foreign or United States facilities—based communications carrier.
