          MountaiNet Long Distanc::, Inc. (here inafter "MountaiNet" or "Applicant") hereby

requests authority, pursuant to Sec tion 2 14 of the C immunications Act of 1934, as amended, 47

U.S.C. Section 214 (1982), and St ction 63.18 of the Commission‘s Rules, 47 C.F.R. Section

63.18, to resell the switched voice services of other carriers for the purpose of providing

telecommunications service between points within the United States and various international

points.


       MountaiNet is a U.S. company organized under the laws of the state of Virginia.

MountaiNet has no foreign or U.S. affiliations withany carrier whose services MountaiNet

proposes to resell. Accordingly, MountaiNet will be authorized to operate as a non—dominant

international carrier. MountaiNet serves business and residential customers throughout the

United States. The Applicant requests streamlined processing of this Application pursuant to

Section 63.12 of the Commission‘s Rules.

       By granting this application, the Commission will serve the public interest, convenience

and necessity by promoting competition in the international services market. Competition will

benefit U. S. consumers by increasing service options and lowering prices. Thus, the public

interest will be served by the granting of Section 214 authority to MountaiNet.

       The following informationis submitted, as required by Section 63.18 of the

Commission‘s rules, in support of MountaiNet‘s request for authorization.

       Communications Act.

(e)    MountaiNet requests global resale Section 214 authority pursuant to the terms and

       conditions of Section 63.18/(@’(2) of the Commission‘s Rules and will comply with said

       terms and conditions. (

(f)    At this time, MountaiNet seeks no other authorization available under Section 63.18 (e).

(g)    Not applicable.

(b)(1) MountaiNet certifies that it has no affiliation with any foreign or U. S. facilities—based

       carrier, as the terms "affiliation" and "foreign carrier" are defined in the Commission‘s

      Rules.

(i)      MountaiNet certifies that it has not agreed and will not agree in the future to accept and

         direct or indirect special concessions from a foreign carrier or administration with

         regards to traffic or revenue flows between the United States and any foreign countries

         which the company may be authorized to serve by the Commission.

O        MountaiNet certifies that no party to this application has been denied federal benefits

        pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988.


                                        Conclusion

    As demonstrated in this application, MountaiNet is legally, financially, and technically

    qualified to provide the services for which it requests authority. For these reasons,

    MountaiNet respectfully submits that the public interest, convenience and necessity

    would be served by the expeditious grant of this application.
