        Scott County _ong Distance, Irc. (hereina‘ter "Scott County Long Distance" or

"Applicant") hereby requests authority, purs1ant to Section 214 of the Communications Act of

1934, as amended, 47 U.S.C. Section 214 (1982), ind Section 63.18 of the Commission‘s Rules,

47 C.F.R. Section 63.18, to resell the s vitche d voive services of other carriers for the purpose of

providing telecommunications service between points within the United States and various

international points.                                          |

        Scott County Long Distance is a U.S. company organized under the laws of the state of


Virginia. Scott County Long Distance has no foreign or U.S. affiliations with any carrier whose

services Scott County Long Distance proposes to resell. Accordingly, Scott County Long

Distance will be authorized to operate as a non—dominant international carrier. Scott County

Long Distance serves business and residential customers throughout the United States. The

Applicant requests streamlined processing of this Application pursuant to Section 63.12 of the

Commission‘s Rules.

       By granting this application, the Commission will serve the public interest, convenience

and necessity by promoting competition in the international services market. Competition will

benefit U. S. consumers by increasing service options and lowering prices. Thus, the public

interest will be served by the granting of Section 214 authority to Scott County Long Distance.

       The following informationis submitted, as required by Section 63.18 of the Commission‘s

rules, in support of Scott County Long Distance‘s request for authorization.

(d)     Scott County Long Distance has not received authority previously under Section 214 of

        the Communications Act.

        Scott County Long Distance requests global resale Section 214 authority pursuant to the

       terms and conditions of Section 63.18 (e) (2) of the Commission‘s Rules and w':ili‘éomply

      with said terms and conditions.

8      At this time, Scott County Long Distance seeks no other authorization available under

        Section 63.18 (e).

(b)(1) Scott County Long Distance certifies that it has no affiliation with any foreign or U. S.

        facilities—based carrier, as the terms "affiliation" and "foreign carrier" are defined in the

       Commission‘s Rules.


(h) (2) The names, addresses and principal businesses of Applicant‘s 10 percent or greater

       (shareholders, partners, owners) are listed below. All are U.S. citizens.

       Scott County Telephone Cooperative is a member—owned telephone cooperative in which

       its approximately 6,000 subscribers are member/ownersis operated on a non—profit

       basis for the mutual benefit of its subscribers.




i)     Scott County Long Distance certifies that it has not agreed and will not agree in the

       future to accept and direct or indirect special concessions from a foreign carrier or

       administration with regards to traffic or revenue flows between the United States and any

       foreign countries which the company may beauthorized to serve by the Commission.

0)     Scott County Long Distance certifies that no party to this application has been denied

       federal benefits pursuant to Section 5301 ofthe Anti—Drug Abuse Act of 1988.


                                              Conclusion
         As demonstrated in this application, Scott County Long Distance is legally, financially,

        and technically qualified to provide the services for which it requests authority.

         For these reasons, Scott County Long Distance respectfully submits that the public

        interest, convenience and necessity would be served by the expeditious grant of this

        application.
