                    APPLICATION OF AEA PLUS TELECOMS, INC.


       AEA Plus Telecoms, Inc. ("AEA") hereby applies for authority pursuant to Section 214

of the Communications Act of 1934, as amended ("Act"), 47 U.S.C. § 214 (1997), and Section

63.18 of the Rules, 47 C.F.R. § 63.18 (1997), for authority to provide international facilities—

based services, and international switched resale services, on a global basis.

       A grant of this application will enable AEA to enter into the global competitive

telecommunications marketplace. This will further the Commission‘s pro—competitive policies

and serve the public interest by bringing the benefits of increased customer choice and

alternative services by new entrants to the international marketplace. RCA Communications

Inc. v. F.C.C., 346 U.S. 86 (1953); and Telocator Network of America v. F.C.C., 691 F.2d

525 (D.C. Cir. 1982).

       This application is eligible for streamlined processing under Section 63.12 of the

Commission‘s Rules, 47 C.F.R. § 63.12 (1997). AEA has no affiliation, within the meaning


of Section 63.18(h)(1)(i), with a dominant U.S. or foreign facilities—based carrier, 47 C.F.R. §

63.18(h)(1)(i1) (1997).

       The following information is set forth in response to the corresponding relevant lettered

provisions of Section 63.18 of the Commission‘s Rules:

       (a)     The name of the applicant is AEA Plus Telecoms, Inc., 109—21 72nd Road, No.

1R, Forest Hills, NY 11374. Its telephone number is (718) 575—0992.

       (b)     AEA is a corporation organized under the laws of the State of Delaware.

       (d)     AEA has not previously received authority under Section 214 of the Act.

       (e)     (1)        AEAis requesting authority to operate as a facilities—based carrier pursuant

to the terms and conditions of Section 63.18(e)(1), 47 C.F.R. § 63.18(e)(1) (1997).               The

authority requested is to acquire interests in all appropriately licensed U.S. common carrier and

non—common carrier facilities, and any necessary overseas connecting facilities as needed, to

provide international basic switched, private line, data, television and business services to all

international points, except to those points indicated on the Commission‘s exclusion list.

       (e)     (2)        AEA is also requesting authority to resell the international services of

authorized U.S. common carriers for the provision of international basic switched, private line,


data, television and business services to all international points pursuant to the terms and

conditions of Section 63.18(e)(2), 47 C.F.R. § 63.18(e)(2) (1997).

         (e)    (3)    AEA is not applying for authority to resell private lines for the purpose

of providing international basic switched services to countries not on the FCC‘s published list

of equivalent countries.

         (h)    (1)    AEA is not affiliated with any foreign carriers.

         (h)    (2)    AEA‘s 10% or greater direct and indirect shareholders are identified

below:

certifications required herein, and that it will notify the Commission of any change in substance

as required by this section of the Rules.

       (i)    AEA has not agreed to accept special concessions directly or indirectly from any

foreign carrier or administration with respect to traffic or revenue flows between the U.S. and

       (J)    No party to this application is subject to a denial of Federal benefits pursuant to

Section 5301 of the Anti—Drug Abuse Act of 1988.

       WHEREFORE, AEA respectfully submits that the public interest, convenience and

necessity will be served by a prompt grant of this application.

        AEA Plus Telecoms Inc. has not agreed to accept any concessions directly or
indirectly from any foreign carrier or administration with respect to traffic or revenue
flow between the United States and various international points under the authority
granted under Section 214 of the Communications Act of 1934, as amended, and the
Commission‘s Rules and has not agreed to enter into such agreements in the future.
