However, the Company may in the future offer other telecommunications services, including general "1+" and/or operator—assisted services. The Company‘s telecommunications services will be provided via resold and facilities— based telecommunications services/facilities throughout the United States and between the U.S. and international points. The rates, terms and conditions for all regulated telecommunications products offered by Blackstone will be described in tariffs filed by Blackstone to implement anticipated authority to be granted herein, and as may be amended from time to time. Blackstone believes that significant demand exists for telecommunications products such as it plans to provide and that there is substantial potential for continued growth in the

international switched voice and data markets, where products covered by the requested authority will be offered. Moreover, the Commission has determined that ncreased competiticn in the international markets is in the public interest and, as a result, ha ; routinely authorized new entrants.
