In the Matter of Processing Management Corporation, d/b/a Corporate Computing Services File No. 7A / Application for Authority "I TC:al|y— | 4 ‘%C}O/ & [ 7 00 0 ~& Under Section 214 of the § Communications Act of 1934, as amended, to Provide Resold and Facilities Based Services Between the United States and Various International Points To: Chief, International Bureau APPLICATION Processing Management Corporation, d/b/a Corporate Computing Services ("CCS") hereby requests authority pursuant to Section 214 of the Communications Act of 1934, as amended, 47 U.S.C. § 214 ("the Act‘), and Section 63.18 of the Commission‘s rules, 47 C.F.R. § 63.18, to provide facilities—based and resale services on a non—dominant basis to all international points, excluding countries which are not eligible destination countries under the Commission‘s exclusion list. By this application, CCS alsoseeks authority to resell international private line service for the provision of switched services to Canada, Sweden, and all other countries which the Commission has found or finds to provide equivalent resale opportunities. CCS respectfully requests that the Commission accord streamlined treatment to this application. Pursuant to Section 63.18 of the Commission‘s rules, CCS sets forth the following information in support of its request for authorization:

Section 63.18 (e) (1): CCS is requesting authority as a facilities—based carrier pursuant to Section 63.18 (e) (1). CCS will comply with the terms and conditions governing such carriers, as contained in that section. In particular, CCS will provide facilities—based services only to those countries for which it qualifies for non—dominant regulation as set forth in Section 63.10 of the Commission‘s rules. CCS will not provide facilities—based services on any route where it is affiliated with a facilities—based carrier at the foreign end. In addition, CCS will use only duly—authorized U.S. half—circuit facilities, provided that they do not appear on the exclusion list, and will comply with Commission regulations relating to those facilities. CCS will not provide service to any country on the exclusion list, and —J=

will comply with all Commission rules and regulations and any conditions stated in the Commission‘s public notice or order that serves as CCS‘s Section 214 certificate. Section 63.18 (e) (2): CCS is requesting authority to operate as a U.S. internationalresale carrier pursuant to Section 63.18 (e) (2). CCS will comply with the terms and conditions governing such carriers, as contained in that section. CCS will resell the international services only of authorized, unaffiliated common carriers. CCS will resell private line services for the provision of international basic switched services onlyto the countries that have been foundby the Commission to provide equivalent resale opportunities and in which CCS does not have a facilities—based foreign affiliate. CCS will comply with all Commuissionrules and regulations and any conditions stated in the Commission‘s public notice or orderthat serves as CCS‘s Section 214 certificate. CCSis applying for both facilities—based andresale authority in this application, pursuant to section 63.18 (f). g) This provision is inapplicable because CCS is not seeking authority under Section 63.18 (e) (6). h) (1) CCS certifies thatit is not, and does not have an affiliation with, a foreign carrier. (2) Shareholders with a 10 percent or greater interest in CCS are as follows: Michael P. Choateand Caroline Jean Choate jointly own one hundred percent (100%) interest in CCS. Their address is Processing Management Corporation, d/b/a, Corporate Computing Services, 11811 North Tatum Boulevard, Suite P179, Phoenix, Arizona 8$5028. Their principal business is computer and network related services. CCS does not have any affiliates with which it has interlocking directorates. (3) CCS is not proposing to acquire facilities through the resale of international switched or private lines services of another U.S. carrier with which it is affiliated. (4) This subsection is inapplicable because CCS does not have any affiliates in destination countries. (5) CCS will comply with the provisions of 63.18 (h) (5). (6) This subsection is inapplicable because CCS does not propose to provide services on any route where it is affiliated with a facilities—based carrier in the foreign country.

(7—8) This subsection is inapplicable because CCS is not proposing in this application to provide service to any country in which it is affiliated with a foreign carrier. j 1) CCS certifies that it has not received any special concessions, directly or indirectly, from any foreign carrier or administration, with respect to traffic or revenue flows between the U.S. and any foreigncountry which CCS may service under the authority granted pursuant to this application, and will not enter into such agreements in the future. j) CCS certifies that no party to this application is subject to a denial of Federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988. For the reasons specified herein, CCS respectfully requests that the Commission grant the instant application. In addition, CCS requests that the Commission process separately any portion of this application that might prevent it from receiving streamlined treatment by the Commission.
