       APPLICATION FOR GLOBAL FACILITIES—BASED AUTHORITY UNDER § 214

        This application requests modified authority under §214 of the Communications Act of

1934, as amended, and Section 63.18(e)(1) ‘of the Commission‘s rules, for American Samoa

License, Incorporated ("ASL") to operate an international line of communications between

points in the United States including American Samoa, and foreign points as a facilities—based

carrier. Pertinent information for the requested approval, as required by Part 63 of the rules, is

provided below.

(d)    The applicant was recently granted a certificate to provide global international
       resale service under File No. ITC—214—19980918—00671. The instant application
       seeks to modify that permit to authorize international facilities—based operations
       in additionto pure resale service.

      In addition to its current authority to operate as a non—dominant international
       resale carrier pursuant to the terms and conditions of § 63.18(e)(2), ASL hereby
      requests authority to provide international facilities—based basic switched,
      private line, data, television and business service to all international points
      (except for those subject to the Commission‘s exclusion list) in compliance with
       the limitations set forth in § 63.18(e)(1) and (e)(4)

(h)    ASL certifies that it is not a foreign carrier and has no affiliation with any foreign
       carrier. It has no affiliation with any U.S.—based carrier whose facilities it
       proposes to resell.

       ASL‘s sole shareholder is:

       American Samoa Telecom, L.L.C. (a Georgia limited liability co.) ("AST")

       AST‘s principal business is acquiring and operating telecommunications systems.

       AST is presently 85% owned by Telecom Wireless Solutions, Inc. and 15% owned
by Communications International Corporation, a Washington corporation with
principal offices at 7117 West Sprague Ave., Suite 1600, Spokane, WA 99204. In the
near future, however, the ownership of AST will change pursuant to Commission
approval which was granted in File No. ITC—T/C—19981006—00707. Accordingly, the
instant application should be evaluated pursuant to the planned ownership structure
set forth below:

                          Telecom Wireless Solutions, Inc. (TWS) 30.5%
                          Communications International Corporation 5%
                          Gelber Securities, Inc. 1%


(A)   Stanford Financial Group Co. ("SFG"), 5050 Westheimer, Stanford Financial
      Group Bldg. Houston, TX 77056, Phone: (713) 964—5100, is a Florida
      Corporation

SFG‘s principal business is financial planning and investment management:

(B)   TWS is a Delaware corporation with principal offices locatedat 6120
      Windward Pkwy., Suite. 200, Alpharetta, GA 30005 ("TWS"). Its primary
      businesses are:

      i)      providing quality radio frequency ("RF") eng       eering, network
              design, project management and financial serv:     s to the wireless
              telecommunications industry.

      (ii)    software distribution and development with its ‘   alletin‘M"
              short messaging services (SMS) product line, anc

      (iii)   the purchase of equity interests in s              »cted personal
              communications services (PCS) properties a         1 the planning,
              design, build out and operation of their PCS       tworks, through
              affiliates such as Filer.

     TWS has issued and has outstanding two classes of           quivalent voting
common stock: Class A voting stock, and Class B voting           ock. All figures
below reflect the proposed new ownership structure.

      David D. Lasier, c/o TWS, 6120 Windward Pkwy., Suil        200, Alpharetta,
GA 30005 will hold approximately 22% of TWS‘ issuec              ind outstanding
aggregated Class A and Class B common stock (US citizen).

      Stanford International Bank Ltd ("SIB"), 5050 Westhe       ier, Houston, TX
77056, (a corporation organized under the laws of Antigua        d Bermuda) will
hold approximately 13.8% of TWS‘ issued and outstanding :        zregated Class A
and B stock. SIB is wholly owned by Stanford Bank Holdi          is, Ltd., which is
wholly owned by Stanford Financial Group, Ltd., which            in turn wholly
owned by R. Allen Stanford, a U.S. citizen, whose address i;     050 Westheimer,
Houston, TX 77056.

      In addition, SFG will hold approximately 5.8% of TWS. Mr. Stanford‘s
indirect ownership of TWS will then be approximately 20.8%. (It is anticipated
that SFG will acquire an additional 4.3% of TWS‘ stock in February, 1999.)

(C)   The director common to TWS and SFG will be:

         i) ASL certifies that it has not agreed to accept special concessions directly or
              indirectly from any foreign carrier with respect to any U.S, international route
              where the foreign carrier possesses sufficient market power on the foreign end of
              the route to affect competition adversely in the U.S. market, end it will not enter
              into such agreements in the future.

         P    No party to this application is subject to a denial of federal benefits pursuant
              to Section 5301 of the Anti—Drug Abuse Act of 1988.

         (k) This application seeks streamlined processing pursuant to Section 63.12 of
              the rules since none of the provisions of § 63.12 (c) precluding such
              processing are applicable.
