WORLDWIDE GATEWAY Inc.,                  reby requests glo      authority, pursuant to section 214 of the

to resell international switched services of all unaffiliated carriers authorized to provide suchservices
between the United States and all international points not on the Exclusion List.

All leases, purchases or other acquisition of ownership or interest in earth stations, satellite channels,
submarine cables or connectivity facilities will be reported upon acquisition as required by 47 C.F., Sec.
43,82. WORLDWIDE will comply with the requirements of Sec. 43.61 of the Commission‘s rules in
the timely filing oftraffic reports ofits resale of international switched and private line service.

The entry of WORLDWIDE into the international market will provide American business, education,
and individual consumers with increased choices in international communications products, services and
competitive pricing. Therefore the granting of this application is in the furtherance of the public
interest.

II. APPLICANT

WORLDWIDE is a corporation organized under the state of Nevada to provide facilities—based
telecommunications services and to resell switched and private line telecommunications services of
other common carriers. The company seeks authority to provide such services to better meet the needs
of its customer base with competitively priced international telecommunications products.

WORLDWIDE‘s customer base will be primarily comprised of businesses engaged in international
trade, educational institutions and individuals as well as other common carriers. By providing facility—
based telecommunication services and the resell of international switched and interconnected private
line services, WORLDWIDE will be able to serve its customers more completely and help them be
competitive in world markets. International interconnected switched and private line services to be
resold will be obtained by WORLDWIDE from other currently authorized common carriers. In
accordance with Section 63.17(b) (1995), WORLDWIDE will engage in "switched hubbing" in selected
countries, which have been designated equivalent by the Commission.

111.      DECLARATIONS AND UNDERSTANDINGS

The following information is submitted according to 63.18 of the Commission‘s rules.

(5)      The applicant is applying for authority to 1    vide facility—based telecommunications services and
resell the international services of authorized U.S.     mmon carriers for the provision of international
basic switched, private line, data, television and bi    iess servicesto all international points and thus is
requesting Section 214 authority to operate as a f;      ity—based and resell carrier pursuant to the terms
and conditions of Section 63.18(e) (2).

(6)   WORLDWIDE understands that the aul                 rity granted by this application is subject to all
Commission rules and regulations and any conditi         : that may bestated in the order which will serve as
the applicant‘s 214 certificate.

(7)     WORLDWIDE will become an authoriz                , non—dominant, facilities—based carrier upon the
granting of this application. It understands that        us is global authorization and that the grantee is
subject to and will comply with all provisions of        ction 214 of the Communications Act of 1934, as
amended, and the Commussion‘s rules.

(8)     WORLDWIDE does not possess the requ              e market power to control prices or otherwise act
to the detriment of market competition.

(9)   The applicant understands and intends to co        ly with the following:

                (a)     that the applicant may pro       e facility—based telecommunications and resell the
international services of any authorized common c        ier, except affiliated carriers regulated as dominant
on the route to be served, pursuant to that carrier‘     riff or contract duly filed with the Commission, for
the provision of international basic switched, prii      > line, data, television and business services to all
international points as per Section 63.18 (e) (2) of     > commuissions rules.

                (b)     that the applicant may sell      cility—based telecommunications services or resell
private line services for the provision of internatio1    basic switched services only to countries found by
the Commission to provide equivalent resell oppo:        aities, except in circumstances where the applicant
is affiliated with a facilities—based foreign carrier    a destination market and the Commission has not
determined that foreign carrier does not possess 1       ‘ket power in that market. In such circumstances,
the applicant will not commence service on anysu         route unless it receives specific authority to doso
under paragraph (e) (6) of Section 63.18; and

                (c)     that the applicant understands that the authority granted under this paragraph
shall be subject to all Commission rules and regulations and any conditions stated in the Commission‘s
public notice or order that serves as the applicant‘s Section 214 certificate.

(1 0) The applicant, at this time, is not applying for authority to acquire facilities through the transfer of
control of a common carrier holding international Section 214 authorization, or through the assignment
of another carrier‘s existing authorization.

(11)       The applicant, at this time, is not applying for authority to acquire facilities nor to provide
services not covered by Section 63.18(e) (1) through(5).

(12)      The applicant certifies that all of its shareholders are U.S. citizens. Shareholders with 10%
or more ownership are listed below:

       NONE

(13)    The applicant certifies that it does not have an affiliation with a foreign carrier.

(14)    WORLDWIDE certifies that it has no affiliation with any U.S. based carrier.

(15)    The applicant certifies that it has not agreed to accept special concessions directly or indirectly
from any foreign carrier or administration with respect to traffic or revenue flows between the United
States and any foreign country which the applicant may serve under the authority granted under this
part and will not enter into such agreements in the future.

(16)   The applicant certifies that pursuant to Sections 1.2001 through 1.2003 of this Chapter 63.01
       etc. that no party to the application is subject to a denial of Federal benefits pursuantto Section
       5301 of the Anti Drug Abuse Act of 1988. Cite: 21 U.S.C. 853a.

Conclusion:


WORLDWIDE GATEWAY, Inc. is legally, financially and technically qualified to provide the services
for which it request authority, For the reasons stated above, applicant submits that the public interest,
