(b) In accordance with Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C. § 862 and Section 1.2001 — 1.2003 of the Commission‘s rules, Applicant has attached a certificate of non—denial of federal benefits to this application. (1) Applicant submits that grant of this application will serve the public interest by promoting increased competition in the international telecommunications marketplace, consistent with the intent and objectives of the Commission and the United States Congress. WHEREFORE, in view of the information contained herein, it is respectfully submitted that Aztel, Inc., is legally, technically, and financially qualified to be authorized as a global facilities—based carrier and a reseller of international services of authorized United States common carriers; and that grant of this application will serve the present and future public interest, convenience and necessity.
