("Call—Net"). fONOROLA currently is authorized as a non—dominant carrier to provide the following international services: 1) facilities—based switched and private line

services to all points other thanCanada;‘ 2) resold private lines for the provision of non— interconnected private line voice and data services;" 3) resold switched services;" and 4) switched services over resold private lines between the United States and Canada.* Applicant now seeks ection 214 authority to provide facilities—based services as a non—dominant carrier between the ~ i‘ted States and Canada. _ &° Grant of fONOROLA‘s Application to provide facilities—based services between the United States and Canada would serve the public interest. Applicant certifies that it has not agreed to accept special concessions directly or indirectly from any foreign carrier with respect to any U.S. international route where the foreign carrier possesses sufficient market power on the foreign end of the route to affect competition advers.ely in the U.S. market and will not enterinto such agreements in the future. 3: Applicant certifies that no party to this Application is subject to a denial of Federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C. § 853a. k. Applicant qualifies for streamlined processing under Section 63.12(a) because Canadais a WTO Member country and, as the Commission has found, fONOROLA‘s affiliates in Canad‘a lack sufficient market power to adversely ie—=~ affect competition in the U.S. market.‘ ° See FONOROLA Fiber Development Inc.
