Application

RACO International, Inc. ("RACO®"), requests authority, pursuant to Sec              n 214 of the
Communications Act of 1934, as amended, 47 U.S.C. Section 214 (1982                  and Section 63.18 of
the Commissions Rules, 47 C.F.R. Section 63.18, to provide global inte:              tional resale services
between the United States and international points.

RACO is a U.S. company organized to provide international telecommu                  ations services.
RACO has no foreign affiliations. RACO serves business and residentig                ustomers throughout
the United States.

By granting this application, the Commission will serve the public intere             convenience and
necessity by promoting competition in the international services market.             ompetition will
benefit U.S. consumers by increasing service options and lowering price              Thus, the grant of
Section 214 authority to RACO will serve the public interest.

Section 63.18 Information

The following information is submitted, as required by Section 63.18 of the Commission‘s Rules,
in support of RACO‘s request for authorization.
