Section 214 (1982), and Section 63.18 of the Commission‘s Rules, 47 C.F.R. Section 63.18, to provide global international facilities—based and resale services between the United States and international points. UNAT is a minority—owned and operated company. UNAT is currently classified as a Competitive Telecommunications Company and has contracts in Washington state where it provides design, installation and support services for telecommunications networks, voice and data private line circuits, and network and circuit engineering for both the government and private sectors. UNAT also has interstate contracts for special service which it provides to the U.S. Government. UNAT has applied for a certificate of public convenience and necessity in the State of Alaska in order to resell services there. UNAT has no foreign affiliations. By granting this Section 214 application, the Commission will serve the public interest, convenience and necessity by promoting competition in the international services market. Competition will benefit the U.S. consumers by increasing service options and lowering prices. Therefore, the public interest will be served by the grant of Section 214 authority to UNAT.
