accordance with Section 63.18(e)(2) of the Commussion‘s rules. None of the resold

international private lines will be interconnected with the public switched telephone

network in either the U.S. or foreign countries unless, with respect to a particular foreign

policy adopted in IB Docket Nos. 96—261 and 97—142, the provision of sw itched basic

services over private lines.

                       APPLICANT IDENTITY AND OWNERSHIP INFORMATION

              Shell Offshore Services Company ("SOSCo®") is a wholly—owned subsidiary of Shell
       Offshore, Inc. ("SOI"). SOL, in turn, is a wholly—owned subsidiary of Shell Exploration and
       Production Company ("SEPCO"), and SEPCO is a wholly—owned subsidiary of Shell Oil
       Company ("SOC"). SOC is 100% owned by Shell PetroleumInc. ("SPI"), a holding company,
       and SPI is 100% owned by two companies: (1) Royal Dutch Petroleum Company, which owns
       60% of SPI; and (2) The Shell Transport and Trading Company, p.l.¢c., which owns the remaining
       40% of SPI. These two companies ultimately control SOSCo.

               The primary business of SOSCo‘s ultimate parenit companies is the exploration,
       production, transport, refining, distribution, and marketing ofpetroleum and natural gas. The
       primary business of SOC essentially is the same as the parent companies, except that its activities
       generally are confined to the United States. SOC also conducts substantial chemical operations in
       the United States through another subsidiary.

              SEPCO is the subsidiary of SOC with primary responsibility for petroleum and natural gas
       exploration and production in the United States. SOI is SEPCO‘s subsidiary formed for the
       exploration and production ofpetroleum and natural gas in the Gulf of Mexico. SOSCo, among
       other things, provides support to SOI‘s exploration and production activities.

              SOSCo‘s directors are P.R. Sullivan, RA. Patarozzi, and P.L. Bnizzolara. SOSCo‘s
       officers are as follows: (1) P.L. Brizzolara, President; (2) M.J. Lassere, Vice President,
      Operations; (3) W.T. Mooney, Tax Officer; (4) G. Necaise, Treasurer; (5) S.J. Paul, Secretary;
      and (6) W.T. Mooney, Assistant Secretary.
