Dear Ms. Dortch: The U.S. Department of Homeland Security (“DHS”), with the concurrence of the U.S. Department of Justice (“DOJ”), hereby notifies the Federal Communications Commission (“FCC”) of DHS’ intention to withdraw from November 9, 2007 Letter of Assurance (“LOA”) proffered by Cablestar S.A. de C.V. (Cablestar) and Bestel (USA), Inc. (Bestel) to DHS, DOJ, and the Federal Bureau of Investigation (FBI) in connection with file number ITC-T/C-20070910-00370. This has no effect on the validity of the LOA, and the assurances made therein, with respect to Cablestar and Bestel and DOJ/FBI.
