Licensee notified the Commission by letter dated November 8, 1999 that it was providing telecommunication service through its wholly-owned subsidiary Arbinet Communications, Inc. 1 Pursuant to this letter, Licensee notifies the Commission that Arbinet Communications, Inc. is no longer providing telecommunications services and that it will not provide telecommunications services in the future.
