                                     SsECTION 214 APPLICATION


              Montrose Mutual Long Distance, Inc.               ("Applicant") hereby seeks

       authorization to provide international switched telecommunications

       services through resale of the existing facilities of other carri—

       ers.        In support of this request,            the    following information          is

       provided, as required by Section 63.01 of the Commission‘s Rules:

              a)      Name and address of Applicant:

d)   Applicant will become fully subject to the Act by virtue
     of grant of the application.

e)   Facilities covered in this application extend communica—,
     tions services into areas not previously served directly
     by Applicant.   These facilities will be used for the
     provision of public switched voice and data services.

£)   Points between which facilities are located:

     Applicant plans to resell the international telephone and
     data services of other carriers from their established
     points of presence within the state of Illinois on a
     "switchless" resale basis. All services will be procured
     under the terms and conditions of carriers‘ tariffs. The
     access services of local exchange companies, including
     Applicant‘s affiliates, will also be procured pursuant to
     tariffs. Applicant will, therefore, utilize the existing
     facilities of other carriers.

     Present and estimated future requirements:

     It is estimated that the proposed plans are adequate to
     meet subscribers‘ need for the next five years.

k)   Cost of Facilities:

     Applicant does not propose to construct facilities, but
     will utilize existing facilities pursuant to tariff.
     Consequently, all costs associated with the provision of
     the proposed services are directly related to such
     services, including originating and terminating costs,
     costs associated with billing and collecting and fixed
     charges representing operating expenses.              See attached
     pro forma Income Statement.     Applicant             proposes to
     acquire and resell the international switched services of
     AT&T Communications Corporation pursuant to its Tariff
     F.C.C. No. 1; the services of MCI Communications Corpora—
     tion pursuant to its Tariff F.C.C. No. 1; the services of
     Sprint Communications pursuant to its Tariff F.C.C. No.
     1; and the services of Associated Network Partners, Inc.
     pursuant to its Tariff F.C.C. No. 1 (to be filed with the
     Commission shortly).

1)   Public need:

     Grant of this application will promote the provision of
     alternative and competitive telecommunications services
     without wasteful duplication of facilities. Consequent—
     ly, the public interest would be served by grant of the
     instant application.

     Economic justification:

     The pro forma economic forecast attached hereto provides
     the economic justification for the subject request.
     Inasmuch as existing transport facilities will be
     utilized to route traffic,     only minimal capital invest—
     ment is required.

     Justification for additional services:

     Other carriers currently offer international telecommuni—
     cations    services   comparable   to those   to be    offered by
     Applicant. Promotion of competitive services will serve
     the public interest.

     Proposed tariff charges:

     Pursuant   to the Commission‘s modification of Section
     63.01(0)   of its Rules, Applicant does not include its
     proposed   tariff, but will file its tariff as required
     prior to   initiation of services.


        P)    Proposed accounting:

              Applicant will account for the costs and revenues
              associated with the described project in strict confor—
              mance with generally acceptable accounting principles.

        q)    Authorization of the subject facilities is categorically
              excluded as defined by Section 1.1306 of the Commission‘s
              Rules.

        r})   Applicant hereby certifies that it has no affiliation
              with  any   foreign carrier  or  U.S.  carrier  whose
              facilities—based services the Applicant proposes to
              resell.

              In accordance with 47 C.F.R. Section 63.01(r)(2), the
              following information is provided with respect to
              shareholders of 10% or greater of Applicant‘s stock:

              Applicant is wholly—owned by Montrose Mutual Telephone
              Company.   The principal business of Applicant‘s direct
              and   indirect    shareholders  is   the  provision   of
              telecommunications services.
