OPINION:

     *11614 1. The Commission is considering an application, filed by IDB
Mobile Communications, Inc. (IDB), pursuant to Section 214 of the Communications
Act of 1934, as amended, requesting authority to provide services via the
INMARSAT System. The application was placed on public notice on January 26,
1996. No comments were received.

   2. The application requests authority to provide all of IDB‘s INMARSAT
services in the Atlantic, Pacific and Indian Ocean Regions (AOR, POR, and IOR),
via the INMARSAT Third Generation Satellites, by means of its existing land
earth stations (LES) at Niles Canyon, California and Staten Island, New York for
the AOR and POR and authorized foreign earth stations for limited use in the AOR
and POR and for all services in the IOR.

   3. Upon consideration of the above—captioned uncontested application,       we find
that the public convenience and necessity require a grant thereof.

   4. Accordingly, IT IS ORDERED, that application File No. I—T—C—96—041 IS
GRANTED, and IDB is authorized to use its previously authorized land earth
stations at Niles Canyon, California and Staten **2    Island, New York and
authorized foreign earth stations to provide its regularly authorized INMARSAT
services via the INMARSAT Third Generation satellites.

   5. IT IS FURTHER ORDERED that this authorization is subject to modification
of IDB‘s Title III authorizations for its Niles Canyon and Staten Island
facilities to communicate with the INMARSAT third generation satellites.

    *11615  6. IT IS FURTHER ORDERED that all terms and conditions set forth
in the Commission‘s Memorandum Opinion, Order and Authorization released August
20, 1993, n1 in relation to the technical parameters of providing LMSS remain in
force and shall apply to the authority granted herein to provide LMSS, except

IDB is additionally authorized to provide INMARSAT Standard B and Standard M
service in the shore to ship direction in the AOR or POR, so long as it uses
COMSAT earth stations.

   7. This order is issued under Section 0.261 of the Commission‘s Rules and is
effective upon adoption. Petitions for reconsideration under Section 1.106 or
applications for review under Section 1.115 of the Commission‘s Rules may be

1.4(b) (2)) .
