  OPINION:

     1. The Commission is considering two applications, filed by IDB Mobile
  Communications, Inc. (IDB), pursuant to Section 214 of the Communications Act of
  1934, as amended, requesting authority to provide services via the INMARSAT
  System. The applications were placed on public notice on October 17, and 20,
  1995, respectively. No comments were received.

     2. The first application requests authority to provide INMARSAT Standard A
  mobile satellite services in the Indian Ocean Region (IOR), in the ship to shore
  and shore to ship directions, by means of a land earth station (LRS) operated by
  COMSAT in Anatolia, Turkey, for provision of maritime mobile satellite service
  (MMSS) and land mobile satellite service (LMSS).

      3. The second application requests additional authority to provide INMARSAT
  Standard B and Standard M mobile satellite services in the Atlantic (AOR—E and
  AOR—W), Pacific (POR) and Indian Ocean Regions via the INMARSAT System.
  Specifically, authority is requested to provide these services in the shore to
  ship direction in the AOR—E and AOR—W by means of a LES operated by COMSAT in
  Southbury,   *2 Connecticut, in the shore to ship direction in the POR by
  means of a LES operated by COMSAT in Santa Paula, California, in the ship to
  shore direction in the POR by means of a LES operated by Telstra in Perth,
  Australia, and in the ship to shore and shore to ship directions in the IOR by
  means of a LES operated by Telstra in Perth, Australia. IDB seeks to provide
  both MMSS and LMSS via these routes. IDB has been granted authority to provide
  INMARSAT Standard B and Standard M services in these regions by means of other
  LESs. n1 In that order, released August 20, 1993, the Commission discussed in
  detail the conditions for providing LMSS. Those conditions will be incorporated

  by reference herein.

     4. Upon consideration of the above—captioned uncontested applications, we
  find that the public convenience and necessity require a grant thereof.

     5. Accordingly,    IT IS ORDERED,      that applications File Nos.    I—T—C—95—565 and
  I—T—C—95—569 ARE GRANTED,      and IDB is authorized to:


  a. provide INMARSAT Standard A mobile satellite services in the Indian Ocean
  Region (IOR}, in the ship to shore and shore to ship directions,  *3 by means
  of a land earth station (LES) operated by COMSAT in Anatolia, Turkey, for
  provision of maritime mobile satellite service (MMSS) and land mobile satellite
  service (LMSS).

  b. provide INMARSAT Standard B and Standard M mobile satellite services in the
  Atlantic (AOR—E and AOR—W), Pacific (POR) and Indian Ocean Regions via the
  INMARSAT System in the shore to ship direction in the AOR—E and AOR—W by means
  of a LES operated by COMSAT in Southbury, Connecticut, in the shore to ship
  direction in the POR by means of a LES operated by COMSAT in Santa Paula,
  California, in the ship to shore direction in the POR by means of a LES operated
  by Telstra in Perth, Australia, and in the ship to shore and shore to ship
  directions in the IOR by means of a LES operated by Telstra in Perth, Australia,
  for provision of MMSS and LMSS.


     6. IT IS FURTHER ORDERED that all terms and conditions set forth in the
  Commission‘s Memorandum Opinion, Order and Authorization released August 20,
  1993, n2 in relation to the technical parameters of providing LMSS remain in
  force and shall apply to the authority granted herein to provide LMSS, except
  IDB is additionally authorized to provide INMARSAT Standard *4 B and Standard
  M service in the shore to ship direction in the AOR or POR, so long as it uses
  the Comsat earth stations.

     7. This order is issued under Section 0.261 of the Commission‘s Rules and is
  effective upon adoption. Petitions for reconsideration under Section 1.106 or
  applications for review under Section 1.115 of the Commission‘s Rules may be
  filed within 30 days of public notice of this order (see Section 1.4(b) (2)).
