                          **1381 ORDER, AUTHORIZATION AND CERTIFICATE

By the Chief, International Facilities Division:
1. Upon consideration of the above—captioned uncontested application, filed pursuant to Section 214
of the Communications Act of 1934, as amended, IT IS HEREBY CERTIFIED that the present and
future public convenience and necessity require the provision of international switched voice services
to the general public on a resale basis by WilTel, Inc. (WilTel).
2. Accordingly, IT IS ORDERED that application File No. I—T—C—94—092 IS GRANTED, and WilTel is
authorized to provide international switched voice services by reselling, pursuant to contract, the
international switched voice servicesof its affiliate WilTel International, Inc. between the U.S. and
international points listed in the contract;
3. IT IS FURTHER ORDERED that WilTel is not authorized to resale any other services, including
private line services, that WilTel International is authorized to provide.
4. IT IS FURTHER ORDERED that:
(a) WilTel shall file publicly the contracts entered into with WilTel International or a contract summary
in accordance with Section 203 of the Communications Act, 47U.S.C. § 203, and the Interexchange
Order; [FN1]
(b) the services obtained by WilTel shall be made generally available to similarly situated customers
at the same terms, conditions and rates.
5. IT IS FURTHER ORDERED that WilTel shall obtain any necessary operating agreements in each of
the countries to whichit will provide service and shall file them with the Commission within 30 days of
their execution.
6. IT IS FURTHER ORDERED that WilTel shall file tariffs pursuant to Section 203 of the
Communications Act, 47U.S.C.203, and Part 61 of the Commission‘s Rules, 47 C.F.R. Part 61, for
the services authorized in this Order.
7. IT IS FURTHER ORDERED that WilTel shall file the annual reports of overseas telecommunications
traffic required by Section 43.61 of the Commission‘s Rules, 47C.F.R.43.61.
8. IT IS FURTHER ORDERED that neither WilTel nor any persons or companies directly or indirectly
controlling or controlled by WilTel, or under direct or indirect common control with it, shall acquire or
enjoy any right, for the purposes of handling or interchanging traffic to or from the United States, its
territories or possessions, which is denied to any other United States carrier by reason of any
concession, contract, understanding, or working arrangement to which WilTel or any persons or
companies controlling or controlled by WilTel are parties.
9. IT IS FURTHER ORDERED that nothing in this authorization should be construed to include
authorization for the transmission of money in connection with the services WilTel seeks authority to
provide. The transmission of money is not considered to be a common carrier service. Therefore,
nothing in this Order should be construed as containing authority for the transmission of money
