OPINION:

    1.     The Commission has before it an application filed by IDB Aeronautical
Communications, Inc., dba IDB Mobile Communications, (IDB) pursuant to Section
214 of the Communications Act, 47 U.S.C. § 214, and Section 63.01 of the
Commission‘s Rules and Regulations,        47 C.F.R.      § 63.01,       requesting authority to
interconnect its coast earth station facilities and services with the domestic
and international network of MCI Telecommunications Corporation, including MCI
International, Inc. (collectively, MCI).  IDB seeks this authority in order to
facilitate the exchange of telecommunication services between points served by
MCI and mobile earth stations in the Atlantic (AOR—West, AOR —— East), Pacific
(POR) and Indian Ocean (IOR) Regions served by IDB.  The application appeared on
public notice on March 31, 1993.  No oppositions remain. n1

   n1 COMSAT Corporation     (COMSAT)    filed a Partial Opposition to IDB‘s
application on April 30,    1993,   but withdrew its submission on November 12,                 1993.
We find no public interest issue arising out of COMSAT‘s pleading that warrants
our independent action in this matter. *2

   2.   IDB seeks authority to intercomnect its existing facilities with the
existing facilities of MCI.   The interconnected facilities will be used to
provide a variety of telecommunication services, such as analog voice, digital
voice and data,    compressed video,     facsimile,      telex,   and packet switched data
network services.  Service in the POR and AOR—West will be provided using IDB‘s
facilities at Niles Canyon, California.  Service in the AOR—East will be
provided on IDB‘s facilities at Staten island, New York, and service in the IOR
will be provided by IDB‘s facilities at Perth (Gnangara), Australia.   All
services will be provided using the INMARSAT satellite system.   IDB states that

interconnection will serve the public interest, convenience and necessity by
increasing customer choice and offering diverse routing arrangements.  MCI‘s
interconnection with IDB will enable MCI to route its traffic to either COMSAT
or IDB.

   3.  We find that the interconnection proposed by IDB by this application will
further the present and future public convenience and necessity by providing
additional choices to customers in the maritime telecommunications market.
Accordingly, IT IS ORDERED that application *3  File No. ITC—93—141 IS
GRANTED, and IDB IS AUTHORIZED, pursuant to Section 214 of the Communications
Act of 1934 and Section 63.01 of the Commission‘s Rules and Regulations, to
interconnect with MCI in the provision of maritime services as described herein.

   n2 IDB has been deemed "dominant" with respect to its provision of
international mobile satellite services.

   4.  This Order is issued under Section 0.291 of the Commission‘s Rules and is
effective upon adoption.  Petitions for reconsideration under Section 1.106 or
applications for review under Section 1.115 of the Commission‘s Rules may be
filed within 30 days of the public notice of this Order          (see Section 1.4(b) (2)).
