HTLD is a non- dominant provider of international service under authority of ITC-214-19911213-00018. Specifically, international calling card service will be discontinued effective March 13, 2018 to HTLD calling card customers. Attached as Exhibit A is a copy of the notification provided this date to affected customers. Note that the discontinuance is limited to the provision of international calling card service. Direct-dial international long distance services will continue without interruption. Please direct any inquiries regarding this matter to the undersigned. ATTACHMENT A January 12, 2018 TO: At Horry Telephone Cooperative, Inc. d/b/a Horry Telephone Long Distance (HTLD), our goal is to provide you with competitive products of high quality and value. Changing market conditions require that we continually evaluate our prices, product offerings and network. Occasionally our evaluation directs us to make changes to some products; therefore, we are writing to inform you of the HTLD plan to discontinue use of HTLD-issued Post-Paid and Pre- Paid calling cards used to make Interstate Long Distance Service and International Long Distance Service calls. These features are currently available in HTLD Rates, Terms & Conditions, for the state of South Carolina. The effective date for discontinuance is March 13, 2018, or as soon after that date as the FCC authorizes the discontinuance. Once discontinued, customers will not be able to use HTLD calling cards. The FCC will normally authorize this proposed discontinuance of service unless it is shown that customers would be unable to receive service or a reasonable substitute from another carrier or that the public convenience and necessity is otherwise adversely affected. If you wish to object, you should file your comments as soon as possible, but no later than 15 days after the Commission releases Public Notice of the proposed discontinuance. You may file your comments electronically through the FCC's Electronic Comment Filing System using the docket number established in the Commission's Public Notice for this proceeding, or you may address them to the Federal Communications Commission, Wireline Competition Bureau, Competition Policy Division, Washington, DC 20554, and include in your comments a reference to the §63.71 Application of HTLD. Comments should include specific information about the impact of this proposed discontinuance upon you or your company, including any inability to acquire reasonable substitute service.
